I have done consulting work with the Abaris Group for several years, assisting them with GIS analysis, data management and analysis and EMS specialty services.

I provide EMS consulting services with a primary focus on serving government entities, including EMS system analysis and design, air and ground ambulance service analysis, Geographic Information Services (GIS) expertise, etc.

State Commissioner from 1998 - 2006. Re-appointed in January, 2010 until retirement, October, 2011.

Under general heading of program administration, responsible for: Development of EMS Plan for the County of Merced (five year projection with annual update); EMS system design and implementation; contract development and negotiation for ground and air ambulance services, exclusive operating area design & development, designation and oversight of Trauma, STEMI and Stroke centers, medical control and receiving hospitals, first responder agencies, etc.; performance standards compliance monitoring; supervision of staff; committee and task force development - oversight and coordination as required; development of training curriculum; conduct training sessions; grant preparation and project administration; general administrative and budgetary duties. Disaster planning, drill and exercise development and execution and related preparedness activities including management of the Federal Hospital Preparedness Grant and Bioterrorism Grant.
