Program Manager for SOSi’s $400M Department of Justice Executive Office for Immigration Review (DOJ EOIR) program. Supporting DOJ EOIR by providing interpretation, sight and document translation, transcription/ translation of recordings, and computer aided real-time transcription (CART) services. These services support immigration court proceedings on an as-needed basis throughout the fifty United States, the District of Columbia, and U.S. territories. This contract is available to all DOJ components. Providing all management and supervision, labor, and supplies necessary to perform on-site and scheduled telephonic interpreter services in 200+ foreign languages for DOJ EOIR on an indefinite delivery, indefinite quantity task order basis.

Serves as the Chief, Linguist and Library Services Branch as the Library Program Manager/Director with responsibility to technically and administratively supervise approximately 10 subordinates, and responsibility for all library acquisitions each FY, from requirements analysis to procurement, following all DFAR and FAR policies.• Community Outreach. Forged relationships with the FBI’s National Virtual Translation Center, increasing the capacity of NGIC translations from 3 primary languages to over 100 languages across over 1,000 linguists.• Durability. Instituted Translation Memories across all languages, capturing and making available translated terms for future linguists and help instantly recognize duplicative requests, significantly increasing turnaround time.• Knowledge Management. Merged Foreign Language Translations and Library Research with the Analyst Design Worksheet and Analyst Introductory Course, enabling intelligence analysts to leverage Linguist and Library resources, ensuring their analytical products are robust and make judgements with all relevant information possible.• Leading. Key member of the Government Computer Assisted Translation Tools (Gov-CATT) group, leading the discussion on metadata terms to be instituted government-wide.• Improving. Created the NGIC relationship with the Foreign Language Proficiency Office (FLPO), from the Office of the Director of National Intelligence (ODNI) – providing no-cost training on translation software and recommendations for process improvements at NGIC. Created process, regulation, and policy documents for the library.• Mentoring. My successes have directly led to the NGIC Library to be recognized as the premier S&T Library within the IC and the Army, mentoring other libraries on our successes.

Served as the Chief, Production Services Branch with responsibility to technically and administratively supervise approximately 14 subordinates. Fully integrating the branch’s services into the NGIC production cycle. The Production Services Branch provided publication (indexing, markup), content management, desk-side tool/process support, variant dissemination (across classified networks: JWICS, SIPRNET, BICES, STONEGHOST), and digital workflow management for NGIC intelligence products.My work integrating and focusing all of the services into each directorate, led to a significant re-organization, bringing even more focused support to analytical directorates.• Implemented and encouraged employee innovation—resulting in a new system, consolidating multiple tracking systems into one interface, saving countless hours and integrating Intelligence Community Directive (ICD) reports into an easily digestible format.• Created portfolio managers, focused intelligence analysts into a production outreach position—connecting to customers via iSpace, rSpace, eChirp, blogs, etc. (IC social media platforms). Readership of NGIC products tripled while my initiative was in place.• Key representative at Analytic Tradecraft Council meetings – advocating for branch policies, procedures and the Digital Production Workflow system, as well as the second and third-order effects of changes. The DPWF was an annual $2M program, within my branch, which had 2-4 improvement projects each FY.• Streamlined the media transfer process, ensuring both security and mission needs were met, transferring data and production workflow data across 5 classified networks.

• Led Army and national-level programs within the Technology Integration and Innovation Office (Analysis Support Directorate Feb-Oct 2014).• Senior advisor and consultant to the Director, Technology Integration and Innovation Office and Analysis Support Directorate; represented the Office/Directorate at NGIC, Army, Department of Defense (DoD), and Under Secretary of Defense for Intelligence (USD)(I)/Office of the Director of National Intelligence (ODNI) meetings and conferences.• Planned, coordinated, collaborated, controlled, evaluated, reported, performed operational and special project management activities, defined and negotiated plans, programs, policies, and various operational issues that were critical to mission accomplishment.

• One of only a few Certified ITIL v3 Experts in the DoD.• Developed and implemented he Information Technology Service Management policies – official policies and guidance via Regulations (REG) and Pamphlets (PAM) (other written and oral briefings ranged from strategy to detailed procedures). Created the framework for Incident, Problem, Change, Configuration, Project, and Release Management.• Continually sought after for IT Management / ITIL knowledge, expertise and best practices as NGIC implements new IT Management Processes.• Business Relationship Manager and liaison – provided outreach support and integration from the IT directorate to NGIC, IC, and DoD customers.. • Implemented and configured, and ran the new Service Management tool for IT, to include implementation and integration of IT processes. Facilitated the planning and execution of experiments that explore the feasibility and utility of new information technology-based tools to current, pressing intelligence needs. Contributed to the development of pre-exercise metrics designed to measure and quantify the utility of the tools in the experiment as well as the presentation of findings after the post-experiment assessment concludes.
