Serves as Director, InfraGard National's Education and Training program, an member benefit designed to help its 70,000+ members to increase the security and resiliency of our nation's 16 critical infrastructures from cyber, physical and human threats. Leads all aspects of online and self-paced infrastructure protection, cybersecurity, and homeland security course design, development, delivery, and evaluation. Also manages the InfraGard National Grants Program, and oversee operations of the InfraGard Journal and Cyber Camp programs.

InfraGard is a partnership between the FBI and the private sector. It is an association of businesses, academic institutions and state and local law enforcement agencies dedicated to sharing information and intelligence to prevent hostile acts against the United States. Through its 77 chapters and 62,000+ members, InfraGard promotes dialogue and timely communication between its members and the FBI in order to protect members’ assets against CYBER, PHYSICAL, and HUMAN threats, and to provide law enforcement services with information that facilitates its responsibilities to prevent and address terrorism and other crimes.

Helping to lead development of an editorial board for the recently launched InfraGard Magazine - https://infragardmagazine.com. The board will work with INMA leadership, regional coordinators, and IMA chapter presidents to help shape magazine content to the needs of InfraGard members, and to recruit critical infrastructure protection subject matter experts (members, government, academia, and industry) to author articles and to serve as reviewers for candidate magazine content.

- Engaged to take over a failed project that sought to improve law, fire, and EMS emergency services response for citizens of Santa Clara County (Silicon Valley). - Served as Project/Product Manager for $24M Consolidated Dispatch and Records Management Project, seeking to modernize the County 911 center Computer Aided Dispatch (CAD) system used to dispatch law, fire and emergency medical resources throughout the county. - The project also sought to implement a modern law enforcement Records Management System (RMS) for the County Sheriff’s Office. The project will impact more than 3,000 County staff, across seven County agencies.- Served as a Senior IT Project/Product Manager for $7M project to implement a modern Enterprise Service Bus for Santa Clara County. Authored the RFP, procured and implemented Software AG based Information Sharing Environment (ISE). When fully deployed, it will serve as the primary information sharing and data broker capability to support the public safety, criminal justice, critical infrastructure protection, and emergency management missions throughout the County.

- Engaged to design, develop and deliver modern information collection, analysis and sharing technologies to support statewide counter-terrorism and community safety missions within the states of Washington and Utah.- As lead Project/Product Manager and Business Analyst for Microsoft Corporation’s Fusion Core Solution (FCS) intelligence and fusion center management software, led team to conduct business process analysis and requirements definition in support of software development effort to deliver FCS intelligence production and situational awareness capabilities (using SharePoint and ArcGIS solutions) that support statewide law enforcement and homeland security mission. - Authored business requirements, user interface wireframes, and design technical documents. Served as Pilot Project Manager for two FCS pilot projects; Salt Lake City, UT and Seattle, WA (aka FusionX). ($2 million).

- Engaged to develop and implement a city-wide public-private video surveillance and information fusion platform designed to prevent acts of terror against citizens and visitors.- Served as program analyst, architect, and Justice and Public Safety SME for a large metropolitan police department counterterrorism/homeland security project. - Architected Program Management Office (PMO) processes, Enterprise Project Management Portal, developed Enterprise (Solution) Architecture, reviewed and advised on business and cyber security requirements, design documents, and test plans and results.- Recommended application of new homeland security technologies, and provides overall independent verification and validation for most program activities ($150M+).

Contracted to help develop and implement a service-oriented architecture to shape development of information technology solutions that support management of Center for Medicare and Medicaid Innovation (CMMI healthcare model management. Applying Thomas Erl service oriented architecture (SOA) principles to develop operational, service, and technical architecture view products that will be used to build a common and reusable model management system.

I serve as a volunteer to help establish an international information sharing fusion center started to help combat the problem of human trafficking. The Security and Privacy Committee advises the Department of Justice’s Office of Justice Programs (OJP), as well as other national organizations, on issues of information system security and privacy as applied to public-safety information systems, and educates industry and government staffs on security and privacy measures.

- Engaged to teach SHAPE how to use Knowledge Management to manage its ongoing world-wide missions, and to develop innovative methods to detect international crises that would affect the NATO Alliance.- Designed and implemented an effective and secure knowledge management (KM) and knowledge development system for the new NATO Comprehensive Crisis and Operations Management Center (CCOMC). Responsible for project planning, statement of work development, and status monitoring and reporting. - Conducted environmental study to determine the readiness for SHAPE to implement KM. This involved designing a KM capabilities framework, and recommended implementation approach utilizing the NATO Architecture Framework v3.0 products (Based on DODAF). - Developed roadmap for implementing KM utilizing Microsoft Office SharePoint 2010 across SHAPE, and Allied Command Operations (ACO). Instructed Department of Management (DOM) staff on principles of KM and mentored implementation of small, pilot projects within the SHAPE SACEUR, Chief of Staff, and J9 offices.- Authored detailed business processes to build an effective “Knowledge Development” (KD) capability within ACO. Implemented baseline KD capability using Microsoft’s Fusion Core Solution on both the classified and unclassified NATO networks. - Configured Microsoft Office SharePoint 2010 and Esri ArcGIS to deliver operational workspaces and subject specific portals to enable NATO to gather, organize and share key knowledge across operational and management functions, integrated with existing NATO systems - Document Handling System (DHS), Tasker Tracker, Tools for Operational Planning (TOPFAS), and the (soon to be implemented) NATO Information Portal (NIP).

Engaged as subject matter expert and business analyst to develop requirements and identify candidate solutions to replace their UI Appeals case management system. Documented business processes, authored functional and non-functional requirements document, contacted all 50 states and District of Columbia UI agencies to identify candidate solutions, conducted research to identify candidate COTS vendor offerings, and prepared analysis of alternatives to provide DLLR management with information needed to make the borrow, build or buy decision.

- Engaged to develop and implement innovative process and technologies to improve the intelligence and information sharing within the Boston Police Department and their Metropolitan Boston law enforcement partners.- Redesigned business processes for suspicious activity identification, reporting, and vetting. Developed innovative SharePoint sites with forms, web parts, and workflows to manage criminal incidents related to special events. - Authored more than fifteen intelligence fusion center policy documents and developed extensive Suspicious Activity Reporting training program for Boston Police Department and their eight regional partners.

LearnToDoStuff.Org is dedicated to helping individuals who are passionate about teaching others to deliver FAST, FUN, and COST-EFFECTIVE training seminars in a variety of subject areas.

Engaged to implement statewide homeland security and public safety information sharing platform.  Led architecture development for the Indiana Public Safety Data Interoperability Integration Project.  Facilitated group discussions, decision making, planned workflows and timelines, and focused on improving existing or engaging in new processes. Architected Indiana Data Exchange (IDEx) solution, authored business architecture documents, and provided information sharing and information privacy /security as a subject matter expert.

- Engaged to modernize the State’s ability to protect its citizens from terrorism and other criminal activity.- Lead extensive business process reengineering and service-oriented architecture analysis to assist the Illinois State Police in modernization of its Statewide Terrorism and Intelligence Fusion Center (STIC).- Seven-month effort involved documentation of core intelligence business processes in Business Process Management Notation (BPMN), development of an SOA service decomposition to identify service candidates to be designed and delivered to modernize its entire intelligence capability, and planning for an initial pilot effort to tie together four existing systems to deliver first set if intelligence modernization capabilities ($1.5 million).

- Engaged to develop an Enterprise Architecture to modernize the Illinois State Police information technology infrastructure.- Lead team of five business analysts and technologists to adapt the Department of Defense Architecture Framework (DODAF) processes and products to fit the needs of the Illinois State Police. - Led six-month development effort to produce fifteen enterprise architecture products addressing operational activities, services, and technical standards needed to modernize message switch, criminal history, and hot files systems in support of state law enforcement/homeland security mission. ($1 million)

Developed strategy and conducted program evaluation of multiple federal counterterrorism, counterintelligence, and intelligence programs.Information sharing evangelist and strategic management consultant. Advised more than 200 federal, state and local agencies in the effective development, acquisition, implementation, and evaluation of LE information sharing. Authored JTTF ISI CONOP and FRD. Served as technical project lead for the “Gateway Information Sharing Initiative” launched in St. Louis, MO, in 2002; effort became FBI Regional Data Exchange (R-DEx) and National Data Exchange (N-DEx) programs. Co-architected service-oriented approach and authored initial requirements document for the Navy Law Enforcement Information Exchange (LInX) law enforcement information sharing program. Led implementation of LInX in Norfolk, Jacksonville, and Corpus Christi. Assisted implementation in Seattle, Los Angeles, and New Mexico.

Project manager for DODAF compliant EA products for the Navy’s Maritime Cryptologic Architecture (MCA), and provided consultation to multiple NSA EA efforts; facilitated development with-SPAWAR, CECOM, ESC and MARCORPSYSCOM . Developed Maritime Cryptologic Architecture Functional Reference Model (FRM) that laid the groundwork for collaborative identification and organization of MCA system functions; FRM also served to guide procurement of commercial off the shelf (COTS) cryptologic capabilities and helped to facilitate reuse of other service developed cryptologic system capabilities. Represented Naval Security Group on the National Security Agency Enterprise Standards Board, providing technical review and comment for hardware, software, data, and information assurance standards development efforts.

Served as National Security Agency Joint Airborne Signals Intelligence Architecture (JASA) architect and compliance verification engineer; executed technical compliance reviews of multiple Navy and Air Force systems development efforts; evaluated technical standards implementation during acquisition Program Design Review and Testing phases.Contributed to requirements development and performed "compliance verification" analysis of Low-Band and High-Band (LBSS/HBSS) intelligence collection and analysis system engineering efforts.Served as SIGINT engineering consultant for JASA and MCA standards to the Navy JSAF Modernization (JMOD) Program during infrastructure and subsystem Preliminary Design Reviews, Critical Design Review and intermediate technical interchange meetings.
