Responsible for policy and strategy for U.S. nuclear weapons, space systems and advanced conventional weapons; reducing and countering nuclear, biological, chemical, and missile threats to the United States and allies; arms control negotiations, implementation, and verification; denuclearization, threat reduction and nuclear safety, security, and disarmament of the former Soviet Union; counterproliferation; and Russia, Ukraine, and Eurasia. Directed and coordinated all functions of 110 military and civilian personnel, including five Deputy Assistant Secretaries of Defense and 12 Office Directors, including 11 Flag/General Officer equivalent civilians and 17 senior military officers serving on joint duty. Interfaced with agencies outside OSD, including the Joint Staff, Service Secretaries and Staffs, the State Department, National Security Council, and foreign governments.
Second in Command of this nuclear powered strategic ballistic missile submarine, responsible for all activities, including crew training and readiness, maintenance, operation, and administration. Supervised 165 officer and enlisted personnel. Conducted three strategic deterrent patrols including successful test missile launches and planning for the first Trident Submarine 2-year shutdown
Conducted 50+ performance evaluations and re-certification inspections of assigned naval nuclear propulsion plants. Audited all aspects of reactor safety, including operations, administration, training, maintenance, chemistry, and radiological controls for 4 different reactor plant types. Also certified destroyer tenders, submarine tenders, and shore-based maintenance facilities to conduct repairs on nuclear propulsion plants and handle, store, and process radioactive material and waste.
Assigned to the initial manning crew of this new construction fast attack nuclear submarine project at Newport News Shipbuilding. Responsible for the engineering department, operator training and qualification, reactor plant system acceptance and testing, quality assurance, and initial critical operations. Coordinated all phases of initial at sea testing and certification. Responsible for 60 officers and enlisted direct reports.
Responsible for tactical weapons training and certification for all submarines on the U.S. West Coast. Conducted individual and team training for officers and enlisted personnel. Officer-in-charge of a team spending most of its time at sea or in shipyards, directly representing Commander Submarine Group Five.
Qualified to supervise operation and maintenance of the nuclear propulsion plant on this fast attack nuclear powered submarine. Senior officer on watch both underway and in port. Division assignments as Electrical and Interior Communications Officer and Damage Control Assistant. Served as Quality Assurance Officer. Final assignment as Weapons Department Head, responsible for 40 officer and enlisted direct reports. Two deployments to the Western Pacific and two extended maintenance periods at Mare Island Naval Shipyard.
