CurrentChuck represents companies and trade associations in environmental permitting, enforcement, rulemaking, litigation, commercial, and legislative matters. He focuses on manufacturing and energy sectors, including oil and gas, automotive, aerospace, chemical, paper, and power generation. From 1987-1990, Chuck served as lead minority counsel to the US House of Representatives Committee on Energy and Commerce, where he negotiated all aspects of the comprehensive 1990 Clean Air Act Amendments, viewed by many as the most significant piece of economic and environmental legislation in the past 25 years.While Chuck focuses on environmental issues, some of his most significant accomplishments have little to do with environmental law. He is perhaps most known by his clients for his ability to craft and negotiate strategic regulatory and legislative solutions to what appear to be intractable problems – regardless of the subject matter. He has been called upon to assist companies in these situations regarding environmental, energy, financial, tax and other regulatory and legislative issues before the governmentRepresent large companies in the areas of energy, petroleum, biofuels, heavy manufacturing, and other areas on environmental and energy matters.Significant experience in enforcement and negotiation of environmental permits. Significant appellate practice representing trade coalitions in the D.C. Circuit and U.S. Supreme Court of appeals of EPA rulemakings, including several cases dealing with EPA's regulation of greenhouse gases. Represent trade association in landmark challenge to California's Low Carbon Fuel Standard.
