My employment came in the middle of AquaSource’s aggressive acquisition phase. Accordingly, my first year was spent cleaning up a very chaotic regulatory environment. Formed in 1997, AquaSource was a wholly owned subsidiary of DQE Inc. which is the parent of Duquesne Light. Before and during my time at AquaSource , over $400 million was spent consolidating water and wastewater utilities across the country. I supervised a professional staff located throughout the country. My duties included:• Directing the compilation and filing of rate cases• Acquisition analyses and related filings• Regulatory commission/governmental relations in the twelve states in which we operated• Assist area managers with business development, developer contracts & other special projects. I left AquaSource to pursue a consulting career at GDS. AquaSource was sold to Aqua America a few years after I left and no longer exists.

One of my earliest career goals was to acquire work experience with all types of utility services and in various rate jurisdictions. Citizens Utilities provided water, sewer, gas, electric and telephone services in 21 states. I am immensely proud of my association with Citizens and I learned a lot about rate filings, teamwork, regulatory accounting, interacting with commission staff, project planning, development of rate filing strategies and meeting deadlines. Most importantly, I was fortunate to work with terrific people who became life-long friends.I worked many 70 hour weeks to meet deadlines for rate applications, testimony, and analyzing acquisitions. I presented testimony and support for a host of regulatory issues and analyzed the impact of a myriad of settlement proposals. As a Project Manager,- I developed a number of rate applications that consolidated multiple water and wastewater company’s rates in Ohio, Illinois, Pennsylvania and Arizona. - I presented testimony, developed revenue requirement calculations, generated revenue and expense pro forma adjustments, performed working capital or lead/lag studies, and evaluated rate design/cost of service issues. - I developed and proposed surcharge mechanisms for purchased water, a reverse osmosis process, and contract waste treatment. - I designed and directed the development of the multiple company revenue requirement models that generated filing schedules. - In the fall of 1997, I was promoted to Manager Regulatory Affairs. In the new position, I worked on all regulatory activity involving gas, electric and water/wastewater in ten states.- I was a key member of a team that negotiated a multimillion dollar agreement with a major developer in Phoenix on behalf of Citizens.

My passion for understanding ratemaking issues and developing rate case filings advanced quickly during my tenure at Southern Union Gas. As a Rate Manager, I reported to the Vice President of Regulatory Affairs. I supervised a team of accountants directing the preparation and implementation of 16 rate increase applications before various municipal and state regulatory bodies. I led rate case negotiating sessions with elected and municipal officials. I improved efficiency and developed several rate mechanisms that resulted in increased earnings I also assisted with the due diligence process and performed analyses for numerous municipal and private acquisitions. Southern Union had approximately 17 municipal regulatory and state jurisdictions in Texas, Oklahoma and Arizona. In 1991 Southern Union sold its Arizona gas properties to Citizens Utilities, which is how I became aware of Citizens Utilities’ numerous regulatory services and jurisdictions.
