After initial polite requests for financial assistance were rebuffed by the County, I took a more aggressive posture and waged a campaign (e.g., newspaper articles, television news coverage, social media blitz, door-to-door residential communication and education) to extract concessions that saved our taxpayers approximately $300-400K.INNOVATIVE• Brainchild of an initiative to bring fiberoptic internet connectivity to our community. Will become the first city in Kansas to utilize a community improvement district (CID) mechanism to incentivize private sector development by providing favorable rates and terms through access to the municipal bond markets (in progress).EFFICIENT & EFFECTIVE • Discovered utility billing error that cost City approximately $100,000 in revenue annually• Overhauled public works department, replaced ineffective leadership, reduced staffing head count and costs by 20%, and increased productivity• Secured two bond rating upgrades by Moody's over an 11-month span• Successfully negotiated Kansas Dept. of Health & Environment (KDHE) consent order and increases in permitted chloride levels concerning our 15+ year wastewater plant violations• Perfected first water rights in City’s modern history and developed a plan to perfect all water files by the end of 2024• Saved $45,000 after reviewing insurance policies• Secured $30,000 USDA facilities grant

BOLD• Fired incompetent police chief within two months of start date as a rookie city administrator• Purged decades of evidence in police storage necessary to complete police headquarters move and consolidationOffice of District Attorney ignored repeated requests for assistance until I submitted a letter stating that I would instruct staff to throw out all evidence by a certain date absent any response from his office. He and his staff personally responded and the matter was resolved.INNOVATIVE• Negotiated a creative deal between bank and distressed property buyer whereby city received ownership of two warehouses valued at more than $350,000 to facilitate transaction involving the sale of a dormant bio-diesel plantEFFICIENT & EFFECTIVE • Meticulously audited every source of revenue and all expense invoices to reconstruct multiyear financials to right an organization that was extremely troubled financially:o Aggressively reduced expenses, restructured financials, paid down debt, and left City on firm financial footing so that future leadership could expand services and amenities to residentso Generated more than $50,000 in annual recurring contractual savings, plus six-figure one-time cost savings (i.e., increased efficiency, vendor changes, contract negotiations, etc.)o Discovered more than $435,000 in tax revenue that was not properly collected by auditing tax abatement incentive program, industrial revenue bond abatements, and special assessment collections• Doubled municipal court cases, tripled revenue, and reduced outstanding warrants by 50%• Built a park bathroom/tornado storm shelter after securing $200,000 in federal (FEMA) grant funding• Successfully resolved a seven-year code enforcement saga concerning a nuisance property that compromised public health and safety in our downtown historical district
