FEMA’s Center for Domestic Preparedness, located in Anniston, Alabama, is the U.S. Department of Homeland Security's only federally chartered Weapons of Mass Destruction (WMD) training center. Framework for Healthcare Emergency Management (FRAME) is a four-day course that provides healthcare personnel fundamental knowledge in healthcare emergency management. The course includes lectures and guided discussions on a variety of topics including: integration of government agencies and stakeholders; disaster preparedness planning; emergency management issues for healthcare; personal protective equipment; decontamination; evacuation, isolation and quarantine; and ethical issues. Health Care Leadership for Mass Casualty Incidents (HCL) is a four-day course which exposes healthcare professionals to the dynamics involved in the decision making processes during an all-hazards disaster involving mass casualties. The course uses a combination of lecture and exercises, to provide responders and receivers foundational information on which to base critical decisions during the fast-paced final exercise.
