He has led the design and implementation of cost-effectiveness and budget impact models in multiple country settings and closely supported clients throughout the regulatory review process. He has conducted empirical comparative effectiveness studies using large retrospective databases and medical chart reviews; developed prediction models to estimate health risks; and leveraged clinical trial data to address a variety of research objectives. He has experience in disease areas including several oncology indications, diabetes, pain management, antibiotics, hypertension, schizophrenia, infectious disease, and rare genetic disorders. In his litigation work, Mr. Fowler has provided economic consulting support in connection with class certification, liability, and damages in the areas of health care, antitrust, and employment. On the strategy and data science side, Mr. Fowler has led a multi-year project to develop an enterprise-level evidence generation platform in support of oncology products with rapidly expanding sets of indications, leveraged AI to model market segmentation, and implemented clinician-facing tools for personalized medicine.
