Provides leadership to all facets of the Division and contributes to the strategic financial leadership across the organization. Supports the work of professional and technical staff in all matters relating to the provision and facilitation of the City’s Corporate Financial Services Division including: Corporate Revenue, Corporate Finance, Supply Chain Management, Saskatoon Land, Corporate Risk and oversight of the administrative function of the Internal Auditor.Develops and oversees the City’s long-term financial plans, ensuring corporate compliance to key financial principles, and promoting awareness of the impact decisions have on the City’s finances.Maintains current knowledge of leading municipal practices involving property tax and assessment, corporate investments, debt management, procurement practices, land development, servicing and sales, and corporate customer service.

This position provides executive leadership to a variety of administrative and support functions that make a value-added contribution to the effective performance and smooth functioning of the Saskatoon Police Service. These duties include:1. Oversees the corporate functions within the Finance, Human Resources, Asset Management, Information Technology, Central Records and Planning Divisions.2. Provides leadership in planning, coordinating, designing, developing and implementing initiatives to the Directors within their respective Divisions; and3. Manages significant organizational projects and oversees decisions on diverse topics and ensures key administrative linkages are aligned with strategic and operational processes.

The mission of the Committee is to advise GFOA’s Executive Board and staff on:1. the Canadian implications of issues under review by the Executive Board,2. ways to assist Canadian governments with issues specific to them, 3. ways to better serve GFOA’s Canadian members, and 4. ways to increase GFOA’s membership in Canada.The Committee also is to represent GFOA on issues exclusive to Canada to outside parties on the basis of established board policy. In its work to achieve its mission, the Committee will cooperate closely with GFOA’s other standing committees in any and all matters of common concern. The committee has 20 members and one advisor. Committee members are drawn from 9 of Canada's 10 provinces.

As the Director of Finance for the City of Saskatoon, I was responsible for leading the Finance Division and a team of over 80 staff in providing business solutions and providing advice and direction on the City's resource allocations. The Finance Division consists of several different functions, including Financial Business Partners, Financial Planning, Corporate Accounting, Budget, Payroll Services, and Investment Services. The Finance Division is a critical Business Partner for the Corporation and assists other departments in collecting, understanding and presenting financial information that assists with effective decision making and improved controls.In addition, I worked directly with the Chief Financial Officer, City Manager and City Council in providing long term financial planning, strategy, corporate business planning, policy development, financial control and operational recommendations. I played a leadership role in some of the City's key organizational change initiatives such as Multi-Year Business Plan and Budgeting and the City's Enterprise Resource Planning (ERP) implementation.

As the Finance Manager for the City of Warman, I was responsible for leading a team of 7 people and providing general oversight and direction for Long Term Financial Planning, Debt and Investment Management, Revenue Collections, Risk Management, Administrative and Human Resource functions for the City. These responsibilities included preparation of the City's annual budget and annual report, utility and property tax collections, policy development and customer support.In this role I worked directly with the City Manager and City Council to develop strategy and recommend action plans aimed at achieving City Council's strategic priorities. During my time at the City of Warman I was able to implement long term sustainable financial plans for the Fire Department's Capital Asset Renewal to ensure the fleet and equipment was maintained in accordance with industry best practices. In addition, a long term financial plan was created for the City's Water Utility, which included community engagement initiatives, to ensure that utility rates balanced both the long term sustainability of the Water Utility and customer affordability.

As the Finance Officer for the Rural Municipality of Corman Park, I was responsible for leading a team of 4 and providing oversight to the Municipalities Finance functions such as Budgeting, Financial Reporting, Accounts Payable and Accounts Receivable as well as Revenue control functions and customer support for property taxation and utility billing.Through this role I worked directly with the Chief Administrative Officer in order to ensure the long term financial sustainability of the municipality was maintained.
