Responsible for developing model contract documents & procurement policy for the tender, maintenance & development of Traffic Technology & Professional Services.

Responsible for establishing and managing a portfolio of contracts for the supply of goods and services. The key areas I was accountable for was: HR related contracts, Travel related contracts, White and Brown Goods Contracts and complex one-off procurements for all departments. This role requires me to locate and appraise supply sources, prepare, issue and evaluate tenders, negotiate, award and manage the Contracts.

Responsible for managing the Procurement South West Highways Team to ensure that our objectives were achieved and that we provided an effective contract letting service.This included making sure that:- Large Highway Procurements were contractually approved and awarded on time following all HA, National and European rules and regulations.- Research and Development Frameworks and Technology Contracts carried out for other teams were let correctly. This involved understanding the principles underpinning the HAs new approach to the procurement of frameworks and how the business processes had been re-engineered.- Undertaking and developing the Key Account Manager role for internal Highways Agency customers.

Responsibilities covered a wide range of procurement activities and included:- E-procurement - Project Manager for designing and implementing a Corporate Contract Management System. On the Project Board for implementing a number of other e-procurement initiatives to meet the National Procurement Strategy objectives.- Options Appraisal - developed guidelines for undertaking procurement options appraisals. - Procurement Code of Practice. Designed an interactive guide to supply information and training for the Council.- Procurement Website. Responsible for designing and updating the Council's procurement website.
