Management of IPA's research team and portfolio in Asia Pacific (AP), as well as consulting for capital projects in the extractive (e.g. E&P, MMM) and processing industries (e.g. refining, chemicals , pharma). We leverage IPA's extensive project database, data analytics and project experience to improve the understanding of drivers of capital project success. Our research and consulting spans across many project planning and execution facets: from contracting best practices to organisational structures, team effectiveness and field labour productivity.

Responsibilities include research on capital projects in the extractive and process industries in Asia Pacific, as well as project risk assessment and benchmarking. Project highlights include:(i) Research on factors affecting capital project success utilising IPA's capital project database (which comprises more than 20,000 projects) and statistical analysis techniques. Examples include: (a) Annual assessment of field labour productivity in Singapore's process sector for the Economic Development Board; (b) Effect of team dynamics on the performance of site-based projects (2015); C) Drivers of schedule slip in E&P projects (2013); (c) Joint industry study on drivers of success of projects executed in China (2013).(ii) Work process review and re-engineering for companies in the power, consumer products and refining sectors. Worked involved benchmarking the companies' work processes against Best Practices and making adjustments to enhance the value created from capital projects. (iii) Execution readiness and risk reviews for more than 60 capital projects ranging from small ( US$ 1 billion) for oil and gas super-majors, national oil companies, chemical and pharma companies.(iv) Development of statistical models to benchmark the cost and schedule of capital projects.

Focus on two projects for government bodies in Singapore:(i) Benchmarked hazardous waste management practices in Singapore’s process sector by conducting technical research and surveying peers in Europe and Asia. Proposed a technical solution and economic model to stakeholders, focusing on energy recovery. The project was part of and contributed to the Jurong Island V2.0 initiative. (ii) Conducted market research to identify opportunities for Singapore-based waste management companies in Asia, focusing on China, Thailand and Indonesia.

Doha, Qatar

Position on the New Doha International Airport megaproject as a member of the project management contractor (Engineer) team. Management of HSE and construction quality, contract management and commissioning and handover management for the three project construction contracts: (a) Terminal Deep Foundations, (b) Airfield and Taxiway Paving, (c) Installation of Environmental Monitoring Equipment. Highlights include:(i) Led a Six Sigma project and a multi-disciplinary task force comprising Engineer and Contractor that successfully recovered a 4 month construction delay by streamlining curtain wall installation on a 0.5km concourse(ii) Conducted daily site quality inspections for compliance with international codes & standards and project specifications.(iii) Actively monitored construction physical progress and provided construction technical support to the construction contractor(iv) Led the Final Turnover process management including punchlisting and review of as-built drawings and handover documents(v) Conducted Environmental, Health and Safety inspections on site and worked with the contractor’s team to achieve 15 million accident-free man-hours

Doha, Qatar

Position on the New Doha International Airport megaproject as a member of the project management contractor (Engineer) team. Highlights include:(i) Resident Engineer (manager) for two contract packages: i) Environmental Monitoring and ii) Installation of Noise and Marine Monitoring Equipment(ii) Successfully facilitated and managed seagrass and coral relocation to allow for the construction of two boat ramps, liaising with stakeholders like the Qatar Ministry of Environment, contractors and the client. (iii) Ensured project environmental compliance with construction consent conditions, environmental legislation, project procedures and led the project team effort to maintain the ISO14001 certification. (iv) Conducted Environmental, Health and Safety training to internal and contractor staff
