Manages the C&W Services team (more than 80 staff) to run NSTC efficiently and effectively, with adherence to the "Code of Governance for Town Councils" and in accordance with the 2 relevant governing statutes ("Town Councils Act" and the "Town Councils Financial Rules"). Serves as a "Key Officer" of NSTC, in accordance with the Town Councils Act.Reports to the client's on-site representative (who plays the role of General Manager cum Secretary). Supports the 5 advisers (elected MPs) and grassroots of Nee Soon GRC (Chong Pang, Nee Soon Link, Nee Soon East, Nee Soon Central and Nee Soon South).I was first involved in township management with Esmaco Pte Ltd when I assumed the role of Property Manager for Taman Jurong, a division managed by Jurong Town Council and later by Bukit Timah Council after the electoral boundaries were re-drawn, for the period of 1 Nov 1995 to 31 Aug 1997. After a hiatus of 27 years, I am back with township management.

Headed the operations of the residential team for the Property Management (PM) unit and also in charge of the various operations of PM. Oversaw a portfolio of commercial and residential properties under the PM business unit and had a team of staff directly reporting to me. Largely responsible for dispensing property management consultancy to clients (Keppel and non-Keppel) and ensuring a high standard in management of the entrusted properties. Played the role of a developer’s representative by ensuring that defects management of the internal units and common areas were handled professionally. When the need arose, had to protect the interests of the developer firmly.Had provided numerous quality advice and practical solutions to clients in the daily management operations and upgrading works, as well as consultancy in disputes between subsidiary proprietors and the council members for MCSTs. Worked with consultants (architects, quantity surveyors, lawyers, etc) and main contractors for the resolution of defects issues among MCSTs, purchasers and the developer. Also represented the company as a council member in some MCSTs.Spearheaded the deployment of site staff for the management of the business portfolios. Was also a key member for the continuous review and re-training of all site staff on the BMSMA. Used to be the department’s co-ordinator for the Knowledge Management and the Personal Data Protection Act roles. In addition, was also involved in the group insurance policies for Keppel Land and Keppel Reit properties to ensure adequate coverage for the properties. Was part of the SG Value Creation working group, the ISO 37001 Anti-bribery audit champion and the Business Continuity Management champion for the business unit.
