Clay Phillips is Senior Vice President of Strategy and Managed Care for Summit BHC. Headquartered in Franklin, TN, Summit BHC develops and operates a network of leading behavioral and mental health centers throughout the country. Summit BHC’s primary focus is on the provision of psychiatric services and substance use disorder treatment within a flexible and dynamic continuum of care. Prior to joining Summit BHC, Clay was Vice President of Provider Programs and Strategy for BlueCross BlueShield of Tennessee providing strategic leadership in management of provider networks and relationships. He oversaw value-based programs and alternative payment arrangements with network physicians and hospitals. He also oversaw accountable care programs with strategic partners and assisted with implementation State-led payment reform initiatives. Prior to joining BlueCross, Phillips was an associate attorney with Miller & Martin, PLLC. There he represented a diverse array of clients, including public and private hospital systems, insurance companies, telecommunication companies and professional associations. Prior to beginning private law practice, Phillips served as legislative aide to the Office of the Governor of Tennessee.Phillips is an Inaugural Fellow of the Nashville Healthcare Council and has served on the Board of Leadership Healthcare. He has been named “Healthcare Hero” by the Nashville Business Journal and recognized by the Nashville Post as “In Charge Health Care” since 2016. He previously served on the Tennessee Life & Health Insurance Guaranty Association Board and is a member of the Nashville and Tennessee Bar Associations.He is a cum laude graduate of Birmingham-Southern College and received his juris doctorate from the University of Alabama School of Law where he served as articles editor of the Alabama Law Review.
