The Clear English Company is a Canberra-based consultancy established in 1999. Services include:- public policy analysis, Policy Logic workshops and evaluation capability-building- tailored strategies and training to improve the management of workplace bullying and other risks- clear English communication strategies and training, document editing and indexing- freelance research and writing.

I am currently completing doctoral research into the supervision and support of school leaders, with a focus on the strategic choices leaders make about disclosing workplace challenges and risks.

On behalf of CPM Reviews I design and deliver tailored training programs for government departments, particularly in the areas of organisational change and workplace bullying. I also provide research services, including focus groups and surveys, to support CPM Reviews workplace investigations, reviews and environmental scans.

I provide structural, style and copy editing as an external editor for the AIHW and other agencies and organisations. My editing services also include stakeholder communications strategies; house style and software solutions; and book indexing. I hold national accreditation with the Institute for Professional Editors (IPEd) in Australia.

Since 2006 I have been a regular workshop presenter, facilitator and conference chair for Liquid Learning in the areas of public policy, evaluation, Program and Policy Logic, project management and program implementation. I provided ongoing advice and Policy Logic workshops to support the department's evaluation capability building (ECB) strategy. From 2011-2013 I provided strategic advice to the Governance Branch of the then Department of Infrastructure and Transport on the creation of an evaluation strategy for the agency, including internal stakeholder strategies and the development of training materials. During this period I delivered over 20 'Policy Logic' workshops to support policy analysis and review across the department.

A five-year project with Clive Haggar to improve identification and management of workplace bullying in school and office settings in the ACT Directorate of Education and Training and in a range of other state, territory and Australian Government agencies. Since 2010 we have tailored and delivered close to 100 workshops to 1800 participants, including managers and supervisors, senior executive team members and employees in high-risk areas.

As interim Director of the OECECC Research and Evaluation Unit (2009) and later as an independent evaluation consultant (2009-2011), I provided advice on development of a research and evaluation strategy for OECECC.

From 2004-2007 I led a project to build evaluation capability across the Department of Education, Science and Training and to improve the use of evaluation to inform policy development. I supported Evaluation Unit team members in using Policy Logic with client groups across the department to stimulate evaluative thinking in policy development and implementation. Secretary's Award for Leadership 2007.

As Director of the DAFF Rural Policy and Evaluation Unit, I led development of an evaluation framework for the department’s Agriculture, Advancing Australia policy package (2000-2001) and coordinated whole-of-agency work on the portfolio’s next-generation policy package (2002-2004). I introduced the 'Policy Logic' approach as a tool for policy and program development, implementation and evaluation. In 2001, I coordinated a national multi-media communication and influencer campaign, which trebled awareness and doubled participation in government programs in rural industries. During 2003-04 I also managed the Rural Financial Counselling Service and coordinated a national consultation to inform review of the program's funding and governance model. Australia Day medal for excellence in public policy in 2000.

From 1999-2000 I managed the work of the team responsible for advice to the Prime Minister on the Immigration and Multicultural Affairs portfolio.

From 1997-99 I was Secretary of the Rural Adjustment Scheme Advisory Council (RASAC) and managed the Australian Government's Exceptional Circumstances program, including assessment of applications for assistance for agricultural businesses experiencing financial downturns due to drought and other exceptional circumstances. Australia Day medal for excellence in public policy in 1997.

From 1996-97 I managed the Rural Women's Unit's research program and the work of the Rural Women's Working Group. I proposed and led initial development of the National Plan for Women in Agriculture and Natural Resource Management, later endorsed by 187 Commonwealth, state and territory government agencies, rural research and development corporations, agri-business and agri-political organisations.

From 1995-96 I managed the research program and coordinated the work of WEETAG, a tripartite advisory group reporting to the Minister for Education, Employment and Training.

From 1994-95 I managed the research program and coordinated the work of the MCEETYA Taskforce and Reference Group on Gender in Education, and collaborated with Margaret Clark (DEET) in developing the national policy strategy 'Gender Equity: A Framework for Australian Schools', endorsed by all Australian education ministers (MCEETYA) in 1997.
