Procurement Manager
CurrentPlans and manages the execution of purchasing activities for GUC. Responsible for the preparation and issuance of solicitation documents (i.e. requests for proposals, requests for quotes, etc.) and manages the procurement process to the completion of the award, as well as managing procurement aspects of contracts throughout the term and any renewals. Ensures organizational compliance related to purchasing practices as they pertain to statues and company policy while developing and modifying purchasing policies, practices and procedures to ensure consistency with best practices and North Carolina purchasing laws and to best meet the needs of GUC. Provide guidance for budget development; conduct sale and disposal of surplus materials; preside over pre-bid meetings/openings; promote and maintain effective vendor relationships; conduct purchasing training classes and actively participate in state associations, CAGP, NIGP. Provide consultation to departments and vendors on purchasing policies, procedures and statutes; ensure purchasing policies, procedures and practices are consistent, open and designed to encourage maximum competition and best value procurement; ensure achievement of departmental goals; manage bid records; perform related work as required.
