About Cliff Proctor

Since a very young age I have been interested in all aspects of Broadcasting. Listed below is some of my experience.My school work experience was at BRMB radio in Birmingham in the engineering department. This was the defining moment in my future career.5 year as a test engineer for a broadcast radio transmitter manufacturer.Over 4 year’s experience with DTT (Digital Terrestrial Transmission) with the transmitter department, this included Test and Commission of new and upgrade in transmitters. Managing upgrade programmes on systems all around the UK.Over 5 years project leading, designing and commissioning new FM transmitter networks for Local commercial and BBC radio. This included working closely with OFCOM as part of the final compliance and commissioning of the new (or upgraded) service.Since 2006 for the new DAB local licences creating the network design for the transmission network working with the customers requirement for the highest coverage with the fewest transmitters. Some experience with the multiplexer systems for DAB, network connectivity and distribution.Specialties: Broadcast FM transmission, project leading, design, implement, commissioning and compliance testing. DTT transmission. Network design of local DAB networks. Knowledge of the commercial radio industry, including management structures and transmission areas.

    Managing projects for TV Multiplexing for 3 of the 6 Freeview Multiplex’s, although starting form a point of limited knowledge in this area I quickly built up a good understanding of the system architecture. Typical projects were for new channel launches, channel removals and changes to profiles, such as hours broadcast. I worked with a team of highly skilled baseband engineers to meet the customer’s expectations. I was also involved with a number of system expansions for programme contribution, monitoring systems, and encoder expansion.In addition to the TV side, I continued to manage a number of Radio Projects for new services on National and Regional DAB multiplex’s, this included a full studio contribution re-engineering programme with a number of critical service launches for a national broadcaster.Whilst carrying out this role:- I joined a communications charter team, which has a remit to keep staff informed of updates and success with in the business area. - I championed an intranet data and file storage area, which is now been rolled out to other areas of the business.

    In my role in the Radio Team I produced the transmission network design for the new Local DAB multiplexes, helping our customer to secure 9 out of the 13 advertised licences. I was also responsible for the technical costs and documentation, forming the licence bids to OFCOM. I have become the leading authority on OFCOM self assessment compliance testing for FM radio, building up the respect and confidence of OFCOM, to produce high quality results demonstrating compliance.I was project leader for new BBC and Commercial local radio FM services, where I was responsible for costing, raising capital expenditure, commissioning and liaising with operations on the system design of the equipment. Other responsibilities include identifying site owners, organising planning and surveys where required

Responsibilities included, customer liaison, advising on engineering solutions for coverage and equipment layout, including advising site operations on installation issues, liaising with contractors and suppliers. I was project leader for a nationwide transmitter upgrade programme, managing a team of 5 engineers. The project required extensive logistical co-ordination and full liaison with the overall program manager as well as external organisations that would be affected by the work on site.
