Practiced commercial law and, in 1982, became a partner of Ervin, Cohen & Jessup, a medium sized commercial law firm in Beverly Hills, California, until joining USAID in 1987. Served for 12 years as regional legal adviser in various postings, then as Democracy Office Chief (Nicaragua), Deputy Mission Director (Colombia), Country Representative (Kyrgyzstan), and finally as Mission Director to Guinea & Sierra Leone. Retired from USAID in 2009 to practice law in Richland, Washington. Returned as Senior Alternative Development Adviser to USAID/Peru in late 2013. Managed Mission during periods of extreme civil disorder, including military coup in December of 2008, and often served as Acting Deputy Chief of Mission (DCM). Led a major consolidation of the Sierra Leone program to reduce the overall number of grantees and recipients while preserving essential activities through a single broad-based, omnibus cooperative agreement. Preserved both program continuity and key relationships with Guinean governmental counterparts despite the death of the country’s long-standing dictator, a military coup and major civil disruptions. Kept staff morale at a high level. Retired from USAID in May 2009.

I was directly and personally responsible for focusing donor and government attention on corruption at the highest levels of government, including a public, face-to-face presentation to the President and Prime Minister at the annual investment conference. This led to major reforms in the electrical distribution system, where previously electricity was “smuggled” unreported to Kazahkstan, for the benefit of senior government officials. I was also directly and personally responsible for convincing the host government to put in place a controversial system to physically mark the thumb of every voter so that fraudulent voting practices would be limited.

[In February of 2001 alone we had eleven codels, a record in my 22 year USAID career.] At the time, Colombia was the third largest USAID program in the world. I received a Meritorious Honor award for my work during this period.

For the first few years at the firm I specialized in corporate and securities law, including merger/acquisition and joint venture agreements, handling numerous debt and equity financings ranging from small private placements to large public offerings for several NYSE listed firms. In l984, after years of ancillary involvement in bankruptcy litigation, I became solely responsible for representation of one of four creditors’ committees in the Continental Airlines bankruptcy in Houston. This case (the largest revenue generator for the firm two years in a row) and several other bankruptcies occupied most of my time for the next three years. I represented both debtors and creditors, primarily in Chapter 11 cases.
