I started Horizon Engineering and Project Management to fill a need for local engineering and project management support for Industrial operations with a focus on 4 key areas:- Capital Project Planning- Project Delivery- Operations Support- Project EngineeringThe vision is to be a trusted and credible consulting partner, supporting clients through all phases of the project and final handover to operations. This is done through sharing years of practical experience and implementing a plan that is the right fit for each assignment instead of a one size fits all approach.I am a senior Project Manager and Industrial engineer with more than 28 years of experience in the design, engineering, construction, and operation of industrial processing facilities. Having worked in operations, construction and consulting, I have applied skills in a variety of industries including mineral processing, ag-industrial, gas distribution, water treatment, health care, and general manufacturing. Specific roles have included VP Operations, project manager, area manager, engineering discipline lead, plant manager, plant and maintenance engineer, commissioning manager, and mechanical coordinator.My goal is to share my expertise and experience with key clients to support them in developing, implementing, and managing capital project management systems and procedures as well as the execution of capital projects.

During my 5 plus years at WSP I was responsible for the growth and operations of their Industrial business line across Western Canada. The focus was on providing EPCM services to the Mineral Processing, Heavy Industrial, and Ag-processing market segments. In that role, my main responsibility was to manage the operation in line with the corporate Key Performance Indicators relating to safety, revenue/profit, and accounts receivable. I was also responsible for business development and client management, recruiting and personnel management, project management, and still managed to do a bit of engineering in my spare time.While the industry took a downturn over the last three years, our success was that we were able to remain stable in terms of size and revenue while growing our profitability through better project and resource management.

As part of Hatch's Operational Services practice, Clifford works with key team members to provide expert services that focus on effective project ramp up, upgrades and improvement of ongoing plant operations, as well as asset management support.
