Managed development for the implementation of large-scale legislative and non-legislative efforts associated with the Virginia Department of Taxation's (TAX's) primary application, the Advantage Revenue application (AR). AR is the commonwealth's taxation accounting system of record used by over 1000 users (internal TAX and external users throughout the Commonwealth of Virginia). Led the development of efficient automated solutions to solve business problems that impacted multiple systems. Supervised the implementation, operation, and maintenance of COTS applications as assigned. Supervised the day-to-day activities of 17 employees and 1 contractor who worked on the AR application. Employees included technical team leaders, programmer/analysts, functional analysts, system administrators and system engineers/system support staff. Also was responsible for the professional development and semiannual performance evaluations for each of the 17 employees.Analyzed agency operations and developed and implemented strategic plans to satisfy those requirements. Liaised with Virginia Information Technologies Agency (VITA) and Northrop Grumman (NG) for infrastructure issues including application migrations to VITA/NG managed Citrix servers and for troubleshooting server issues associated with the 30 Windows 2008 servers used to support the AR application. Troubleshooting also extended to other infrastructure related issues (database, network) that may have affected performance of the AR application. Planned for disaster recovery contingencies for the AR application and supervised annual disaster recovery tests performed jointly with VITA/NG.Liaised with internal auditors and external auditors (examples include Auditor of Public Accounts, IRS) during audits and developed and implement plans to satisfy the requirements of any audits performed by these entities.
