Led a team of 32 Special Operations professionals in a newly organized Civil Affairs Company and deployed organization in support of overseas contingency operations. Trained and led five US Civil Affairs Teams as they planned and initiated development and reconstruction projects in support of classified and unclassified national and theater objectives. Personally advised Afghan Army Corps Commanding General and his staff on Unconventional Warfare and Humanitarian Assistance / Disaster Relief operations for a six province region.

Senior Civil Affairs Advisor deployed to northeast Afghanistan in support of an Infantry Brigade in combat. Advised 16 subordinate multi-component commanders, four Provincial Reconstruction Teams, three Agribusiness Development Teams, directly supervised 10 Civil Affairs teams and managed a professional staff of 22 Army Civilians, Contractors and Soldiers conducting classified and unclassified operations. Phnom Penh, Cambodia / Dhaka, Bangladesh / Fort Bragg, Nc

Deployed as Civil Affairs officer assigned to a five-man Military Liaison Element based out of the American Embassy in Phnom Penh, Cambodia. Conducted needs and resiliency assessments in 23 of 25 provinces and developed DoD strategy to prevent spread of violent extremist organizations. Synchronized USG efforts with international donor community and host nation efforts. Coordinated and obtained DoD or State Department funding for construction of 34 joint or multi-national development projects in vulnerable areas of the nation. Coordinated daily with other government organizations within the embassy and routinely briefed the Ambassador or other senior civilian or military leaders.Deployed to remote region of southern Bangladesh on 48-hours’ notice, rapidly formed and led a joint, interagency team to assess disaster damage from Cyclone Sidr and provided immediate relief. Briefed the Principal Deputy Assistant Secretary for South and Central Asian Affairs, providing detailed recommendations on over $20 million in assistance projects.

While assigned as the only Civil-Military Operations officer to a deployed Corps Support Battalion deployed to complex multi-ethnic, multi-cultural region of northern Iraq, I led over 50 missions in a high-threat environment; conducted detailed assessments and provide immediate post-conflict relief to victims of conflict. Worked with provincial, district and city/village political leadership to prepare for Iraq’s first democratic presidential election and transition or initiation of basic government functions and for security and logistics related to the election itself. Project Manager and Contracting Officer’s Representative for over $50,000 in operations funds and over $500,000 in Development funds (US appropriated funds and seized former Iraq regime funds) in accordance with USG, theater and Army policies.
