For nearly 60 years, Ravenswood Generating has been a vital part of New York’s energy system. Located on 28 waterfront acres in Long Island City, Queens, Ravenswood represents more than 20% of New York City’s generation capacity. It played a major role in re-energizing the grid after 2003’s Northeast Blackout. It has continuously delivered safe and reliable service during major weather events, including Hurricane Sandy – during which it provided up to 50% of New York City’s energy – and others, like the recent “Polar Vortex” and “Bomb Cyclone.” Today, Ravenswood is pursuing an exciting growth-oriented strategy. Since joining Deepwater Wind in 2007, Mr. Plummer has worked to grow the U.S. market for offshore wind energy and to position the company as a respected and responsible market leader. In 2008, he was instrumental in the company’s selection as the preferred offshore wind developer for the state of Rhode Island. From 2009 to 2011, he led the pre-construction development of the Block Island Wind Farm, the first of its kind in the U.S. In 2013, he led the company’s successful efforts to acquire the Bureau of Ocean Energy Management’s first competitively-leased offshore wind site. He lead the company’s successful efforts to secure a Power Purchase Agreement with the Long Island Power Authority for the South Fork Wind Farm – the first in New York, and he lead the company’s successful application to the Maryland Public Service Commission, resulting in the first-in-the-nation award of Offshore Wind Renewable Energy Credits.

Founding member of Endurant Energy (prior to its acquisition by GI Energy US) responsible for identification, origination, transaction structuring, underwriting and development of the company’s distributed energy and power generation projects. Analyze site baseline energy consumption and costs, coordinate initial technical feasibility assessment, develop project concept, model potential energy savings and prepare financial analysis and customer value proposition. Facilitate negotiations and administer transaction documentation. Manage incentive funding process. Support project financing. Monitor regulatory policy, commodity rates and tariffs; coordinate relationships with utilities, state and local regulatory agencies.

- Established, capitalized and managed Redwood to provide development, underwriting and advisory services related to distributed power generation assets.- Identified markets in which retail (i.e. “behind-the-meter”) distributed power generation projects offered rates of return acceptable to private equity investors.- Originated and developed distributed power generation projects in commercial office buildings owned by large real estate investment trusts.- Managed the legal team which created forms of agreement and development documents for all deals- Developed structure and negotiated terms for private equity investments in distributed power generation projects; participated in debt financing discussions.
