Mr. Morell retired from the US Nuclear Regulatory Commission (USNRC) in July 2016 after 11 years as a Storage & Transportation Safety Inspector and Materials Engineer. He served in the Office of Nuclear Material Safety and Safeguards as a Transportation and Storage (NMSS) Safety Inspector he was responsible for oversite of Licensees and Certificate holders of radioactive material transportation packaging and spent fuel storage systems (ISFSI) with an emphasis on quality assurance areas related to component design, welding fabrication, NDE/NDT methods, procurement, handling, shipping, repair, maintenance and modification of components important to safety. Mr. Morell periodically provided ASME and AWS Code, Welding and NDE technical expertise to the NRC Regional personnel in support of Spent Fuel Dry Cask Storage cannister loading dry runs .During his tenure with the NRC Mr. Morell traveled with the NRC inspection staff to several Licensees fabrication shops in Japan and Canada to provide welding and NDE expertise. He also represented the NRC in meeting with the British Standards Institute (BSI) to assist a British Nuclear waste transportation cask fabricator in the establishing a cross reference matrix between the BSI welding standards and the ASME and AWS welding Codes. Mr. Morell has more than 35 years of hands-on consulting experience in project management, QA/QC program development, QA program auditing and surveillance, Quality control management, Quality aspects of procurement, Vendor surveillance, Welding engineering, Nondestructive examinations, QA/QC Procedure writing, QC Material control, and warehousing. Mr. Morell has experience in audit practices to include identifying business needs and conduct an organizational readiness assessment, gathering input through interviews with individuals working in the operational and policy areas, and organizing interview strategies,
