A majority of 270 electoral votes is required to elect the President. Each state is entitled to an allotment of electors that equals the number of members in its Congressional delegation: one for each member in the House of Representatives plus two for its Senators. The District of Columbia is allocated 3 electors. The Electors meet on the first Monday after the second Wednesday in December to cast their votes for President and Vice President. The electoral votes are counted in a joint session of Congress on January 6 following the casting of votes.

Bush in 1995 for the purpose of negotiating a compact with the State of Oklahoma to settle the centuries' old dispute over the state border between Texas and Oklahoma. Since the 1821 Treaty of Amity, Settlements and Limits set the Red River’s south bank as the divider between U.S. lands acquired from France in the Louisiana Purchase and Spanish possessions in North America, there was a dispute as to what constituted the south bank of the Red River. An agreement was successfully negotiated with the State Oklahoma which was approved by President Bill Clinton in 2000.
