Managed multiple assignments, provided strategic advice, and litigated on behalf of the New Jersey Board of Public Utilities in numerous proceedings, including rate proceedings, mergers and acquisitions, incremental infrastructure filings, utility equipment siting cases, as well as utility-sponsored energy efficiency and renewable energy program filings. Represented the Board before the Federal Energy Regulatory Commission including settlement negotiations and administrative litigation proceedings, as well as drafted, filed, and reviewed all pleadings filed on behalf of the Board. Assigned as NJ counsel to over twenty FERC matters, including IMO Iroquois Gas Transmission System rate investigation, PJM Interconnection LLC-Triennial Review, and PJM Interconnection LLC-Auction Revenue Rights and Financial Transmission Rights. Served as lead regulatory counsel on behalf of the Board for natural gas pipelines, cable mergers, and utility financing arrangements, as well as both long-term and short-term debt petitions. Negotiated, drafted, and executed stipulations on behalf of the Board as lead counsel on three water utility mergers, and two cable mergers: Charter Cable-Time Warner Cable and Altice-Cablevision. Successfully argued a $1.3M denial in clean energy incentives at the Appellate division.
