Litigated and resolved contested rate filings and complaint proceedings arising under the Federal Power Act and the Natural Gas Act. Advocated on behalf of the public interest in settlement negotiations among utilities and intervening parties. Served as lead or second-chair counsel in trial-type hearings before FERC administrative law judges, conducted discovery, analyzed data, presented oral arguments, cross-examined expert witnesses, and prepared pre- and post-hearing legal briefs. Collaborated with subject-matter experts to advance economic principles and regulatory policies that are consistent with Commission precedent.

Represented the Board before the Federal Energy Regulatory Commission including settlement negotiations and administrative litigation proceedings, as well as drafted, filed, and reviewed all pleadings filed on behalf of the Board. Assigned as NJ counsel to over twenty FERC matters, including IMO Iroquois Gas Transmission System rate investigation, PJM Interconnection LLC-Triennial Review, and PJM Interconnection LLC-Auction Revenue Rights and Financial Transmission Rights. Served as lead regulatory counsel on behalf of the Board for natural gas pipelines, cable mergers, and utility financing arrangements, as well as both long-term and short-term debt petitions. Negotiated, drafted, and executed stipulations on behalf of the Board as lead counsel on three water utility mergers, and two cable mergers: Charter Cable-Time Warner Cable and Altice-Cablevision. Successfully argued a $1.3M denial in clean energy incentives at the Appellate division.
