Directed and managed the OLIA office and its staff of fifteen as the primary liaison team for NOAA with the United States Congress. Worked proactively within NOAA/Dept. of Commerce (DOC) senior leadership to develop and message agency priorities to the U.S. Congress, other agencies, and intergovernmental partners. Advised NOAA leadership on Congressional hearings, briefings, authorizing and appropriating legislation, and Congressional oversight activities affecting the agency. Provided timely and accurate responses to Congressional inquiries, legislative drafting and comments requests, and provided NOAA witnesses, where appropriate for Congressional hearings. Engaged and communicated with Members of Congress and staff to build strong working relationships to help advance agency priorities. Worked closely with the Director of Budget for NOAA to develop and message key funding priorities for a nearly $6 billion annual NOAA budget.

Long-term senior staffer for Member of Congress, Rep. Debbie Wasserman Schultz (FL-23). Leadership roles included oversight for all legal and ethics items affecting Congressional office and management of all legislative strategies. Led efforts to prepare and execute legislative action plan for each Congress (110th-114th) resulting in U.S. House passage of 29 out of 43 legislative priorities. Directly managed extensive issue portfolio including energy, environment, FEMA, NOAA, NASA, climate change legislation and health reform. Major policy initiatives included Everglades restoration, opposing offshore oil & gas exploration off Florida coasts, Deepwater Horizon oil spill responses, climate change mitigation & adaption strategies, defending EPA’s Florida numeric nutrient clean water rules, and drafting legislation to support young breast cancer survivors.

Member of core legal team responsible for developing and prosecuting federal litigation for a national non-profit advocacy group with over 100,000 members. Was lead attorney for administrative, legislative, and judicial actions relating to the Magnuson-Stevens Fishery Conservation and Management Act. Was lead attorney on more than a dozen legal actions and assisted on numerous other cases involving federal protections for marine species including endangered right whales, Atlantic and Pacific loggerhead and leatherback sea turtles, and depleted large coastal sharks, New England groundfish, Gulf of Mexico red snapper, endangered smalltooth sawfish (carpenter sharks), and mid-Atlantic summer flounder.

Represented individual and non-profit organization clients in complex administrative, state, and federal trial and appellate proceedings regarding water pollution, water resource protection, endangered species, fisheries resources, Florida public trust law, and other environmental issues. Prepared for trials and hearings, oversaw discovery, drafted motions and responses, memoranda of law, appellate briefs.

Intern for the General Counsel’s office. Conducted legal research, wrote legal memoranda, and drafted briefs on federal energy issues and protocols required by the Federal Energy Regulatory Commission (“FERC”).
