Facilitated a Select Committee of commissioners and leading stakeholders through a 5-month process to develop scenarios. Bay Area Housing Finance Authority: Conducted outreach to regional non-profits and community groups and wrote a paper on citizen oversight, in preparation for a $10 to $20 billion affordable housing bond. SPUR: Supported transportation policy staff at SPUR in developing strategies on transportation pricing, new mobility, and equitable development, including facilitating issue work groups, coauthoring The Future of Transportation, and drafting successful state legislation.FASTER Bay Area: Project Manager for this coalition of non-profit, business, and transit agency leaders. Crafted as a $100 billion funding measure to transform Bay Area transit to be seamless, fast, and affordable. The initiative was geared towards the November 2020 ballot but canceled due to the pandemic. Nelson/Nygaard: Subconsultant on the Nelson/Nygaard teams on congestion pricing studies for both Seattle DOT and San Francisco County Transportation Authority. Wrote the equity framework in Seattle, helped develop community engagement strategies, and provided training on equity and pricing to city staff.

Founding Executive Director of TransForm. TransForm's campaigns on transportation sales taxes and other funding measures brought together diverse coalitions and helped raise over $12 billion for sustainable and socially-just transportation. Stuart spearheaded a number of these efforts, as well as the successful effort to initiate the Bay Area's Regional Smart Growth Strategy, the first regional visioning process undertaken in California. Stuart is the author of twelve reports, most recently Pricing Roads Advancing Equity as well as A Framework for Equity in New Mobility. These reports examine how structural inequities in our transportation system may be remedied in part by effective, equitable road pricing and using new mobility and tech disruption to increase access and affordability for those who need it most.
