The Cold Case Foundation is a non-profit, 501(c)(3) tax-exempt organization that provides life-changing educational and training services for victims' families & advocates; and continuing education and professional development for first responders, forensic specialists, and legal professionals.Taylor is a recognized leader in public safety and in upholding law and order…with more than 38 years devoted to protecting societies in the global community. He is a retired decorated 20-year law enforcement officer from Maryland, specializing in advanced crime scene investigation, evidence identification, collection, and preservation. With retirement coming in 2002, Taylor directed multiple security operations in hostile environments on four continents. His duties included information gathering (strategic, tactical, and pre-operational), and counter-terrorism. Mr. T is a certified advanced and specialized master trainer for law enforcement, tiered operators, and security/intelligence professionals. He holds 25+ Diverse Instructor and Train the Trainer certifications and accreditations from around the world, including within the Israeli security establishment. In 1998, Taylor developed one of the first advanced Property and Evidence Management (Collection, Custody, and Storage) courses in the nation. He traveled extensively for 10 years training public safety, prosecutorial and military professionals on behalf of the University of South Carolina, Millersville University (Pennsylvania), Montclair State University (New Jersey), and the University of Delaware Adult Learning and Professional Development divisions. In 2018, Taylor headed the Cold Case Foundation Investigative Team assigned to analyze and review the Deborah Sue Williamson cold case homicide from 1975 in Lubbock, Texas, which was credited to known serial killer Henry Lee Lucas. He took part in the 2019 NETFLIX five-part docuseries “The Confession Killer.” Over an eight-year span, Lucas admitted to 220 murders of females and was hailed as one of America’s most notorious serial killers. After an 11-month Criminal Investigative Analysis review, and with the advancement in DNA technology, Taylor and the team presented the Lubbock Police department with several prime suspects in this case, which directly contradicted Lucas’ 1981 confession and indictment. He also linked his prime suspect in the Williamson case to the unsolved 1975 murder of Vickie Stroud Stokes, also of Lubbock.
