Cole founded IDA's research department, initiated IDA's new urban place management organization benchmarking program & IDA’s Downtown Vitality Index. She secured research partnerships to champion vital, livable urban centers via both IDA's network of practitioners & external partners; worked with Board of Directors; managed IDA's Research Committee comprised of industry leaders.

Cole worked as an SC2 Economic Development Fellow, housed at Downtown Fresno Partnership, to assist the Fresno General Plan's goal of downtown revitalization.
