Colin is a development economist and town planner with more than 35 years consulting experience in Hong Kong, the UK and internationally. Colin’s career has included Partner of development economics and planning consultancy Roger Tym & Partners and Managing Director of an economics and management practice in Hong Kong.As director of research at Waters Economics, Colin is responsible for thought leadership and he oversees the development and application of methods and tools of analysis. His wealth of experience brings a unrivalled knowledge and depth of understanding of how policies and projects have been developed and applied internationally, the challenges faced, what has worked and why. Colin’s work has focused on city and economic strategies and property related major investment, advising clients on positioning, development direction, demand and institutional arrangements for implementation.Colin is currently advising Asian Development Bank on economic and urban planning in Azerbaijan, as well as government bodies and private clients in Hong Kong on major infrastructure and property development. Throughout his career, Colin has been one the pioneers in the application of economics to spatial planning and land development. Colin’s recognition of culture and heritage as economic assets and his understanding of the importance of management and governance in project delivery, led to the success of some of the early regeneration projects in UK cities suffering from major economic decline, and has been replicated around the world.
