About Colin E. Beech, Phd

Colin E. Beech earned his doctoral degree in the Science, Technology, and Society (STS) program at Rensselaer Polytechnic Institute in Troy, NY. Prior to his graduate studies, Colin did undergraduate work in Physics, Computer Engineering, and Computer Science, also at Rensselaer Polytechnic Institute. Colin’s unique graduate curriculum focuses on the intersections of public policy, information technology, and social theory to provide insight into the complex design processes of multi-million dollar information systems in healthcare information technology contexts.Colin has a very unique perspective as a professional who is perfectly comfortable with the technical dimensions of n-tier web applications, the service model of information technology, and the business intelligence benefits of enterprise data warehousing, all while casting a critical eye on what the precise benefits are of any technical system. Inevitably, Colin finds, successful IT systems are not a function of technology, but rather understanding the enterprise business model, and within public health assistance programs in particular, of tracing qualitative public policy goals through to quantitatively based technical requirements for product development.Colin’s recent professional career has focused almost exclusively on the Affordable Care Act, and its effects on Federal and State Agencies concerned with the mission of delivering better healthcare program coverage and outcomes that are still cost effective. Colin has studied and professionally participated in work with Medicaid Eligibility programs, SNAP/TANF programs, Health Insurance Exchanges/Federally Facilitated Marketplaces, MMIS systems, Producer Regulation, and Program Integrity at various agencies throughout the Southeast. He continues to seek opportunities in these areas to remain at the forefront of public policy information technology initiatives. He lives in Albany, NY.
