The post of Chief Executive combined the roles of head of paid service; accountable officer for statutory responsibilities including civil contingencies and health and safety; accountable officer for external regulation; the primary council and political advisor; lead professional on organisational governance and performance; lead officer for strategic and support human resources and finance services; civic head; lead on collaboration and partnership working including key chairing roles; line manager and mentor for senior managers; local, regional and national advocate for the Council and the County.Some of Colin’s notable achievements in the role were stabilising organisational governance in a council with previously weak governance; development of a strong and well performing management collective; an organisational reputation for leading public services collaborations; systems and culture change in business and performance management; development of impacting organisational development and efficiency programmes including a ground-breaking corporate operating model; sector leading practice in transformational service design e.g. alternative delivery models in leisure and the arts and in social enterprise; strong governance and proven outcome-based performance in partnership working; high service performance - notably in education and social services; turnaround in failing services - notably housing; innovation in local services across the board of Council functions e.g. housing, social services, street-scene, waste, welfare services during welfare reform, economic development and customer services; leading innovation as an exemplar organisation e.g. social value, food poverty; securing a reputation, both regionally and nationally, as a soundly governed, well performing and progressive local authority.

The Welsh Local Government Association is the representative body for local government, co-develops public policy and practice standards with Welsh Government, regulatory bodies and other national partners, and directly supports its member councils in their development, innovation and performance and, in some cases, their recovery from organisational failure. In this then new role and with a wide and variable brief Colin led on the development of national governance and performance frameworks in the early years post-devolution, the provision of business performance and improvement advice and consultancy to member councils, mutually agreed intervention in authorities at risk of governance failure, top executive team development support for member councils, and national programmes of elected member training and development.Notable achievements included the development and smooth introduction of the Wales Programme for Improvement as a Welsh model for self-improvement within Welsh local government, management of a programme of peer reviews to drive up standards of governance and performance in councils, personally-led turn-around interventions into authorities at risk; and a number of national initiatives such as the formation of the institution now called Academi Wales.
