Through a combination of his previous national role as Deputy Chief Executive at the Welsh Local Government Association, and latterly as a high-profile chief executive of a large unitary Welsh council, Colin has made a significant contribution to the development of public policy and public services in Wales as a devolved nation. Colin similarly made a significant contribution to the development of the North Wales region as a collaborative collective. His credibility is based on his proven track record of achievement of managing people, performance and partnerships, his challenging but affiliative personal leadership style, and his contribution to the public services and to civic life.Colin is now active as a mentor to senior public services executives, in non-executive work, and in bespoke consultancy work in the fields of governance and leadership; strategic planning; organisational performance; and collaboration and partnership working.Colin is currently non-executive chair of the Wales Electoral Coordination Board.

In this then new role and with a wide and variable brief Colin led on the development of national governance and performance frameworks in the early years post-devolution, the provision of business performance and improvement advice and consultancy to member councils, mutually agreed intervention in authorities at risk of governance failure, top executive team development support for member councils, and national programmes of elected member training and development.Notable achievements included the development and smooth introduction of the Wales Programme for Improvement as a Welsh model for self-improvement within Welsh local government, management of a programme of peer reviews to drive up standards of governance and performance in councils, personally-led turn-around interventions into authorities at risk; and a number of national initiatives such as the formation of the institution now called Academi Wales.
