About Colin Jacobs

Former Head, Governance and Civil Society at British Council and international consultant with 25 years experience in evaluation, HR, public sector and civil society reform in developing and emerging economies, including Africa, Asia, Central Asia and EU accession countries. Currently provides governance and evaluation services to DFID and EU projects in Bangladesh, Pakistan, W Balkans and European Neighbourhoods. Immediate past President of the UK Evaluation Society (UKES) and Fellow of CIPD. As Project Director Colin successfully delivered multi annual donor projects for EU up to a value of £3m in Balkans, E Europe and Central Asia. He has secured funding and grant aid from DFID, FCO and EU with with high quality technical proposals. Colin has enabled more efficient policy making through identifying best practice in use of RIA (Regulatory Impact Assessment) for Cabinet office in UK and IFC/World Bank in Balkans. He has presented findings and influential reports to cross government panels. At the British Council he has demonstrated the impact of work in society by identifying common indicators in personal development, community leadership and policy/law. Colin has successfully developed robust stakeholder partnerships between UK Government, civil society and private sector by co-directing seminars and capacity building. For example, seminars in in international evaluation for DFID/UKES in 2011-13. He has recently authored a short course "Cutting Edge Monitoring and Evaluation" which is open from November 1 2016 for enrolment.
