Carried out assignments in Sub Sahara Africa, Asia, E Europe (Balkans and SE Europe), Latin America and UK. Wide experience in policy, institutional building, centre of government (strategy and regulation), justice sector, NGOs and community development. Recent missions include scoping and proposal preparation for Security and Justice and parliamentary opportunities in Serbia, Pakistan, Brazil, SSA and Asia.Dr Colin Jacobs also offers skills in design of evaluation, impact assessment, mid term reviews, and follow-up. He is the immediate past President of the UK Evaluation Society, a Fellow of CIPD and associate at Manchester University. The course considers challenges in current M&E practice, introduces a tool-box of evaluation techniques and shows where these can be best applied. Ways of promoting early participation and the engagement of key stakeholders are explored and a step-by-step action plan to improve practice of M&E is provided.

This involved the inception and set up of a MEL (Monitoring, Evaluation and Learning) programme across 7 E European Countries and W Balkans. I helped design a range of services including an evaluation framework, outcome assessments, country plans and suite of evaluation approaches including Political Access and Influence, Sector reviews and case studies.

This involved a sample of WFD country programmes; telephone interviews of stakesholders; country visits (Tunisia in April 2017) and final presentations

This included an evaluation of the 2018 electoral programme in Sierra Leone & citizen participation projects in 10 other country programmes

Responsible for evaluating SSMI 2, a strategic support programme (DFID) to Ministry of Interior, Afghanistan. The programme aims to civilianise police services over a 3 year period, introduce women and increase accountability. The assignment involves regular short visits, running workshops, monitoring performance and evaluating a Theory of Change.
