The Circular Economy Task Force is a business led group convened by Green Alliance. It is a forum for policy innovation and business thinking on resource use in the UK. The current members of the task force include: Aquapak Polymers, Kingfisher, Kyocera Document Solutions, Viridor, Walgreens Boots Alliance and WRAP.

I took up the role formally in October 2016

Independent consultant on sustainability, energy and climate change issues. Lengthy experience in UK, EU and global policy making and regulation with a focus on the theory and practice of the regulation of risk, especially environmental risk.

Responsible for UK and England policies on adaptation to climate change, air quality, chemicals, industrial pollution prevention, local environment quality, noise, ozone depleting substances, nanomaterials, pesticides, resource efficiency/waste, and sustainable procurement; Defra lead on climate change mitigation; Sponsor for WRAP.

Responsible for Defra's policy on climate change mitigation in agriculture and the food chain, dealing with exotic animal diseases and leading Defra's relationships with its executive agencies.

Managing and developing the overall framework of carbon budgets under the Climate Change Act 2008. Negotiation and UK implementation of the EU Emissions Trading System for heavy emitting installations; introduction of the CRC Energy Efficiency scheme for large non- energy intensive organisations and the operation and evolution of the voluntary industry-government Climate Change Agreements. SRO for the Government’s successful delivery of its target to reduce its emissions by 10% in one year. Oversaw DECC’s relations with local and devolved government. Sponsored the Carbon Trust and sat on its Board as a Non-Executive Director.

Led the BRE's strategic thinking and major project work, including creation of the ‘Primary Authority’ scheme to deliver greater consistency in local authority enforcement, a fresh look at economic regulators and a wide range of other specific issues. Using diverse teams of talented individuals from a range of public and private sector backgrounds, I brought fresh and innovative perspectives to the issue, seeking to identify then implement change to particular regulatory regimes, cross-cutting problems and other “wicked issues”. I made sure our work was solidly based on evidence and high quality (internal and external) analysis and I brokered agreement at the most senior levels across Government to deliver actual change at the end of each project to make a tangible difference on the ground. I also led and shaped three major organisational changes in BRE – initial creation of RID, restructuring to deliver a new delivery body, and the 2007 Machinery of Government changes that created BERR.

Responsible for UK policy on environmental risks from industrial chemicals (including the Chemical Stakeholder Forum, negotiating the new EU chemicals strategy REACH, the Stockholm and Rotterdam Conventions and SAICM); protection from the risks of the products of nanotechnology and English policy on genetically modified organisms.
