Director, Regulatory InnovationBetter Regulation Executive Apr 2006 - Apr 2009Led the BRE's strategic thinking and major project work, including creation of the ‘Primary Authority’ scheme to deliver greater consistency in local authority enforcement, a fresh look at economic regulators and a wide range of other specific issues. Using diverse teams of talented individuals from a range of public and private sector backgrounds, I brought fresh and innovative perspectives to the issue, seeking to identify then implement change to particular regulatory regimes, cross-cutting problems and other “wicked issues”. I made sure our work was solidly based on evidence and high quality (internal and external) analysis and I brokered agreement at the most senior levels across Government to deliver actual change at the end of each project to make a tangible difference on the ground. I also led and shaped three major organisational changes in BRE – initial creation of RID, restructuring to deliver a new delivery body, and the 2007 Machinery of Government changes that created BERR.
