On returning to Dubai Colin took up and executive role with his previous employer Sicuro Group LLC. This role was an extension of the Corporate Partners in terms of managing the day to day activities of the business, working with sales team and the operational support teams, implementing strategies, policies and procedure and providing support to the COOThe main roles and responsibilities were, but not limited to, maintaining operational oversight, monitoring KPI’s and performance appraisal processes, frameworks for policy & procedures and training and development.

The year 2014 ushered in a new challenge for George, taking on a start-up business within the training /education services industry. Colin was responsible for delivering training along with the pragmatic, practical aspects of managing a fledgling team of employees, elements of technical development, along with the strategic development of EQUIPP.

Colin moved from Operations Director to General Manager over the period of his employment. He assisted both the CEO and Managing Director in developing and expanding the Sicuro Team. The company expanded its business and its employees from 12 to in excess of 30 people.Operational areas of responsibility were primarily Libya from 2012 through to 2014, along with India, Iraq and Afghanistan. Colin helped develop and expand the Libyan office over his tenure at Sicuro, while at the same time lending expertise and experience to the headquarter team in Dubai.Deciding on an industry change, Colin opted to resign from Sicuro Group in 2014 to set up his own company within a completely different sector.

Responsibilities: Day to day running of RMI business (30 people), including Administration, HR, Recruitment, and front of house client liaison with an emphasis on leading several high profile critical infrastructure projects in the Kingdom of Saudi Arabia (KSA). Project types range from Petrochemical (Aramco), Mining (Ma’aden Phosphate & Aluminium), Water and Power (Saudi Electricity Company) and a large Industrial City & port on the East coast of KSA for the Saudi Royal Commission.Supervision and management of a typical project life cycle starts with a vulnerability assessment (SVA), security solution concept design, and the supervision of front end engineering design, (FEED), requests for tender documents (RFT), tender evaluations, culminating in the implementation of security solutions. Design and development of bespoke policies, procedures and contingency plans for said security solution to the industrial projects, the city, port and corporate headquarters are also a contract requirement.

Responsibilities: Project management using PRINCE2 methodology in the implementation post risk analysis of physical and technical security measures to an Italian owned (ENI), operational Offshore FPSO and associated Oil & Gas platforms 35nm south west of Port Harcourt, Nigeria. Development of Physical Protection systems for offshore facility, Develop and implement policies and procedures for the security of offshore facilities, Managing subcontractors in the installation of physical countermeasures, Advising client (Senior Management) both offshore and onshore regarding security matters, project management of supply chain, Operational management of incumbent expatriate security team. Security awareness and training program for expatriate company employees, Development of emergency management policies & procedures, contingency planning and the joint head of the offshore crisis management team.

Responsible as the lead of a consultant team for the implementation and daily operational effectiveness of a host of security policies and procedures to safeguard maritime oil exploration assets and port based drilling platform fabrication facilities, valued in excess of $300m, reporting directly to the Managing Director of Sicuro Group. Advising at ‘C’ level on a range of security related matters concerning bringing to bear my: regional, maritime and corporate sector Security Management experience.

RMI International Middle East Ltd.Project Manager December 07-June 08Responsibilities are managing a large RMI project for the Ministry of Interior (MOI) in the Kingdom of Saudi Arabia. The project requires phased planning, supervising project team members, liaison with Saudi authorities and Saudi business partner. Additional responsibilities consist of budget control, security systems design, bill of quantities production, systems maintenance and training. The project in detail consists of threat assessment surveys of 117 power generation and distribution facilities kingdom wide, for the National Saudi Electric Company. Threat analysis, using DBT (Design Basis Threat) protection system of surveyed facilities, the provision of a treatment plan, together with the implementation of said treatment plan are ongoing.

Hill & Associates, DubaiAsset protection & Enterprise Security Manager December 06-Dec 07Responsibilities include new business development for the Middle East region: Project management and maintenance of a large security operation in Pakistan. Other aspects of the role include sales and marketing, client contract management, proposal research, generation, submission and execution. Consultancy work: Threat analysis, Business continuity and contingency planning to blue chip clients. Control Risk Group Ltd, Dubai.Security Consultant July 06- Nov-06Functions and responsibilities: Project execution, coordination and evacuation of expatriate and nationals out of Beirut (Lebanon), during the Israeli/Hezbollah conflict. Other objectives included developing new business opportunities, and providing business continuity training and crisis management to the World Bank (Post Conflict) for Control Risks Group (August / Sept 2006) in Lebanon.

Sabre International Security Ltd, Iraq.Operations and Project Manager Jan 05- June 06Main responsibilities: Project and operations manager for a large static guard contract for the US Army in Baghdad. The project the supervision of a guard force (120- Fijians), management of catering and life support for two hundred employees, access control for five hundred local construction workers and incumbent US Military, training objectives and budget control of two hundred thousand US Dollars. Emergency response and crisis management liaison with US Military and Iraqi counterparts, together with a similar interface regarding reconstruction contractor’s and their personnel (Parsons Corporation, USA). Developing and coordinating emergency response plans with US Military. Other assignments included the provision and management of close protection security services in Erbil, northern Iraq and Tallil southern Iraq for the Parsons Corporation.

AKE Ltd, Iraq.Security Consultant/ Business development Jan 04- Dec 04Employment with AKE Ltd as a security consultant working in Iraq for major US media net works, encompassed threat analysis, administration, operational planning, crisis management, emergency response and training. Deployments to Iraq were interspersed with training commitments as part of AKE’s, Surviving Hostile Regions course, for the British Foreign and Commonwealth Office, NGO’s and major media networks in the UK.

Control Risk Group, LondonDisaster / crisis management consultant Oct 03A transitional period, interspersed with a number of short term assignments with other companies such as Control Risks Group (CRG) as a disaster crisis management consultant. This project took place for a Swiss Finance House in the Cayman Islands, post Hurricane Ivan (Oct, 2003). Responsible for: supply chain management of emergency aid, the prevention and spread of disease (personal health and safety), liaison with NGO agencies, business continuity plans and security planning.Additional work comprised of a Security Threat Assessment for a Petrochemical company in Saudi Arabia for Control Risks Group.

An innovative concept of Information Technology within the security industry evolved various forms, from security analysis/ risk assessment for Oil Companies and travel management concepts on CD-ROM, to comprehensive web based travel tracking applications, now in service with major security and petrochemical companies. The proof of concept and project management was achieved through work as a self-employed security consultant, working for BHP Billiton, mainly in North Africa.
