Led one of the most ethnically diverse units in the Canadian Naval Reserve, fulfilling the mandate of the Canadian Armed Forces to accurately represent the citizens of Canada. Responsible for leadership of one of Canada's 24 Naval Reserve divisions through implementation of policies and procedures at the unit level in order to achieve the strategic direction as outlined by the Royal Canadian Navy and the Commander of the Naval Reserves.

Coordinated performance measurement activities, provided technical writing services and responses to media and public inquiries escalated from senior administration and political levels. Provided advice relating to legal and legislative issues and the jurisdictional inter-relation of various municipal by-laws. Provide support to business units in development of strategic policy initiatives and development and evaluation of bid tender documentation.Highlights- Spearheaded the preparation and enactment of a new municipal parking by-law which updated and consolidated parking regulations from six different by-laws into one single location.- Provided strategic support to implementation of new adjudication system for municipal by-law offences intended to replace the provincial court process, including development of workflow processes and job descriptions for by-law screening officers.

Provide support to business units in development and evaluation of bid tender documentation.Major Achievements- Developed methodology for determining on-street parking demand based on multi-space meter transaction counts.- Prepared and delivered presentation on ‘Best Practices in Parking Enforcement’ to industry leaders at 2009 International Parking Institute Annual Conference.- Prepared tender call documentation and evaluated submissions on multi-year, municipal services contracts with annual values in excess of $2 million that required fundamental change in the scope of work. Result of bid process was award to new service providers and improved levels of service to municipal agency.

As the Executive Officer, I have responsibility for strategic planning, determining budget priorities and the supervision of senior staff in order to ensure the successful compeltion of assigned missions.

Acted as one of four department heads for HMCS Chippawa, Manitoba's Naval Reserve unit, provided leadership to sections responsible for mission support activities including pay, supply, food services and personnel administration. Provided advice to command with respect to expenditure management issues.Major Achivements- Led and coordinated activities relating to one of the largest Remembrance Day ceremonies in Winnipeg with over 700 attendees.- Acted as instructor in Operational Planning at Canadian Forces Fleet School Quebec- Edited appendix of "Citizen Sailors - Chronicles of Canada's Naval Reserve, 1910 - 2010"

Camp Mirage

Deployed to Camp Mirage in South-West Asia as aide to Commander of the Theatre Support Element of Task Force Afghanistan.Responsible for various projects in support of forward air transshipment point in support of CF Operations in Afghanistan, including coordinating equipment issuance and briefings for over 100 VIP groups transiting through the Camp. Ensured that standing policy documents were updated as required due to the changing operational environment.

While primarily responsible for management of the unit pay, benefits and records sections, also oversaw education reimbursement program and recruiting section.Developed systems to allow for monitoring of pay and material expenditures on an activity costing basis resulting in greater efficiencies and re-allocation of existing funding to increase unit activity levels.Completed Officer Professional Military Education program through the Canadian Defence Academy.

Responsible for management of recruiting activities for naval reserve unit including:- attraction planning;- management of budget;- coordination of activity with other military units in local area;- overseeing internal occupational transfer programs;- serving on assessment board for officer applicants.As the Physical Security Officer, oversaw access control authorization process and developed physical security operating procedures for secure defence establishment.Selected as one of only five individuals across 4000+ person national organization for internal executive management development program. Professionally trained with experience in human resource management and leadership including group safety procedures, coaching and leading teams and individuals.
