Experienced healthcare Chief Information Officer (CIO) at hospital, regional and global (corporate) levels. Recently completed my active duty career in the Army after 26 years of extremely rewarding service to our great Nation and I'm now seeking new opportunities to continue serving our society in the healthcare IT sector. Expertise in Strategic Planning, IT Governance, Portfolio Management, Program/Project Management, management of Electronic Health Record (EHR) Systems, Information Security, Enterprise Architecture, management of IT Infrastructure and IT Operations, and Balanced Scorecard in highly complex healthcare system that includes major academic and research facilities. Bilingual (fluent in English and Spanish; written and spoken). Certified Defense Acquisition Professional Level 2 in information technology management and Level 1 in project management.

Senior executive responsible for all aspects of $500 Million IT program for a $12 Billion, global health care system with over 30 hospitals, 134,000 employees, and 3.5 million beneficiaries worldwide. Provided corporate oversight of EHR system. Planned and implemented corporate IT governance process setting up the foundation for effective corporate IT portfolio management. Supervised planning and worldwide implementation of multi-million dollar suite of automated tools and support staff to improve physician productivity and satisfaction. Established corporate Enterprise License Agreement (ELA) with Microsoft to save $88 million over 5 years. Established the position of the first-ever corporate Chief Medical Information Officer to better serve our providers. Interacted constantly with tri-Service Military Health System (MHS) CIO, Joint Medical Information Systems (JMIS) Program Executive Officer (PEO) and program managers, and Navy and Air Force Medical CIOs. Participated in development of MHS CIO IT Strategic Plan. Developed CIO Balanced Scorecard (BSC) in support of Army Surgeon General’s BSC.

Planned, developed and implemented new corporate IT investment review and prioritization process aligning investments to corporate vision and goals. Coordinated the development of the first corporate IM/IT strategic plan directly aligned with and supporting business unit needs and strategies. Planned and gained funding for multi-million dollar tablet PC purchase and deployment to ease the administrative burden on healthcare providers worldwide. Supervised the management of over 20 contracts worth over $20 million. Supervised corporate planning and implementation of encryption software and common access card (CAC) logon to improve security posture of the command globally. Developed Performance Action Plans to operationalize the Corporate BSC.

Led a staff of over 450 personnel in three States with a budget of over $92 million providing corporate IT support and acquisition to the Army’s global healthcare system (Army Medical Department). Supervised project managers managing over 25 projects worth over $30 million, and the management of contracts with over 60 companies. Supervised the planning and worldwide deployment of multiple information systems including the Pre and Post Deployment Automated Health Assessment System and the Surgical Scheduling System. Operated various corporate information systems used worldwide including email, video conferencing, medical logistics, and veterinary support. Deployed Windows 2003 with Active Directory and Exchange to the Medical Command facilities and provided lessons learned to the Army CIO for use in Army-wide efforts. Defined entire portfolio of customer support systems and each system’s life cycle costs for the following 6 years. Restructured the organization to allow each of the three new entities to better support its primary customers. Geographically relocated main body of organization – including over 150 servers (many of them serving users throughout the globe) – without any downtime to any user and at just over half of the original cost estimates.

Developed and implemented new Information Management Plan in preparation for JCAHO survey in which the hospital scored 100%. Provided daily oversight and management of EHR used at multiple facilities in the region. Planned, procured and implemented new paging system in support of 1300 users. Greatly expanded the role of the clinical informatics office facilitating the procurement of clinical information systems for the hospital and the region.
