Managed a portfolio of over $5B across the FYDP. Oversaw the budget of the agency IT organization with over 35 major programs and reviews the performance of each project within programs. Monitored progress and reallocated resources as needed. Approved program strategic goals and intentions and allocates investments accordingly. Fiscally planned for consolidated cryptologic program (CCP), military intelligence program (MIP), and national intelligence program (NIP) IT budgets for the budget program years and justifies investment strategy and priorities to the Office of the Director of National Intelligence (ODNI) and the Office of Management and Budget (OMB). Provided financial/budget guidance to senior leaders in the 6 offices, CISO and CIO at the agency. Presented the yearly budget and authors the Congressional Budget Justification Book (CBJB) for EIT to congressional overseers to obtain appropriation and authorization of funding. Regularly briefed updates and provides progress checks to ODNI, OMB and congressional staffers. Monitors budget performance and tracks contractual fulfillment of EIT investment goals. Every month conducted program reviews to ensure activities and investments align with the Director, Capabilities vision, and goals. Effectively influenced and negotiated with congressional overseers to obtain support for significant investments, including hybrid cloud, data center, IT modernization, innovation, compute infrastructure initiatives.A well-known process improvement expert, requested by the agency to temporarily lead and improve the agency COVID contact center and contact tracing procedures for three months. Established a center comprising nearly 30 personnel who were trained in Johns Hopkins contact tracing techniques to respond to COVID cases. Improved space occupancy, call tree operations, and automation of tracing procedures. Updated leadership on daily status, key concerns and on trends. Established disciplined, long-lasting procedures.

Supporting the Chief, led all architectural & engineering, design, construction, leasing, maintenance, facility operations, property accountability, and logistics worldwide. Directed an organization comprising hundreds of civilian and contractor personnel and manages a budget in the billions. Additionally, as a co-lead with the CIO’s office, lead for the Director’s Unclassified Work Environment Initiative. Developed the vision and strategic plan, and served as the co-program manager, for the Cyber Collaboration Center and for the modernization initiative that will reform hiring for the Agency. While facing very challenging delivery dates, worked with partner offices and divisions to address all facility, IT, Security, legal, policy and compliance issues for the effort(s) and drove the schedule, costs, solicited support and communicated the risks associated with the efforts to the Board of Directors.

Oversaw all activities of the Human Resources department, including competitive selection, HR data analytics, policy formulation, performance appraisals, promotion programs, and strategy development. Managed an organization of hundreds of skilled HR professionals. Where needed, acted as the final adjudicating authority in HR for employee discipline and removal. Skilled in change strategy, capability development, talent management, communications, and succession planning. Acquired SHRM-SP (succession planning) certification in 2019 and SHRM-SCP in 2020. Additionally, led the Hiring IPT for the Agency. Focused on improving an over 2000 person/year hiring program, evaluated the workflow, process and tools/IT used by the hiring team. Proposed major improvements, leading to a continued modernization effort under the Director’s Unclassified Work Environment Initiative.

Managed all administrative operations of Finance, Payroll, Audit, Planning, Programming, and Budget justification, Contracting, and Program Executive Offices, comprising over 1600 personnel. Directed a recruiting and hiring program of over 350 people per year, ensuring the highest percentage of diversity hiring at the Agency. Controlled the competitive internal selection of over 200 vacancies each year. Ran the promotion, recognition and bonus programs for all employees (Senior Executive to GG02). Chair of the Career Development Board, and the Senior Development Board. Member of the Agency Quality Review Board, which made senior elevation recommendations to the Board of Directors. Planned, programmed and executed a personal Chief of Staff budget of just under $100M, and as a member of the Agency Resource Management Board from 2006-2009 and 2014-2019 guided and made recommendations for the entire Agency budget from both a programming and execution perspective. Additionally, as a member of the Workforce Support Board, performed strategic workforce analysis, and made recommendations regarding workforce support resource decisions.
