Responsible for the association's public policy agenda on issues including acquisition policy, competitive sourcing, and small businesses; responsible for setting the theme and coordinating speakers for two conferences and monthly dialogue meetings, as well as editing quarterly association magazine, writing monthly newsletter, testimony and issue briefs.

Assisted government and private sector clients in developing and implementing comprehensive (addressing industry, Congressional and government agency concerns) strategies to address specific federal government acquisition-related problems as well as assisting in organizational strategic planning.

Spearheaded DoD's reengineering and acquisition process improvement efforts, including the: development of a vision statement and strategic plan, and then implementation of these far-reaching acquisition reform initiatives; drafting of legislation; negotiation of legislative and regulatory positions within DoD, the executive branch, and with Congress that resulted in, among other provisions, the Federal Acquisition Streamlining Act (FASA) and the Federal Acquisition Reform Act (FARA); and, the development of an outreach program to communicate with, train, and educate the acquisition workforce. Special Assistant to the Secretary of Defense for Legal Matters (1993)Provided advice and counsel to the Secretary of Defense on major policy issues as well as specific legal matters, in particular, the legal, ethical and financial issues arising out of the selection, appointment and Senate confirmation of the Department of Defense Presidential appointees.

As Assistant and then General Counsel for the full committee, managed the drafting and production of the annual National Defense Authorization Act and advised Members of the Committee and the staff on matters of Parliamentary procedure and general legal issues. During the entire period, also served as the primary legal advisor on procurement policy issues and the committee staff lead for the development of all acquisition legislation (initially while Counsel, Investigations Subcommittee), including such bills as the Defense Acquisition Workforce Improvement Act (DAWIA), the Competition in Contracting Act (CICA), the Small Business and Federal Competition Enhancement Act, and acquisition provisions in the annual DoD Authorization Bill.

Formulated and provided legal guidance to the Secretariat and Air Staff on acquisition and regulatory issues, defense of contractor protests, and acted as counsel to the Air Force Contract Adjustment and Debarment and Suspension Boards (Air Force Captain assigned to the General Counsel's Office).
