As an experienced programmer/analyst within RAND's internal labor market, I provide high quality analytic support, including data management, analysis, and visualization, to public policy research projects in service of the organization's mission to improve decision-making through high quality research and analysis. My current and past project work includes: - Developing an automated data pipeline using python and Amazon’s DocumentDB to improve the backend of a web-based subscription service that provides researchers with easy-to-use subsets of hospital financial and utilization data pulled from the Healthcare Cost Reporting Information System (HCRIS) - Using Stata to analyze the uptake of telehealth, including visit volume, modality (audio-only vs video), and patient demographics, for primary care and behavioral health departments at California Federally Qualified Health Centers during the COVID-19 pandemic - Using SAS and the Colorado and Arkansas All Payer Claims Databases to generate analytic datasets and model the impact on utilization of transitions in health insurance coverage before and during the implementation of the Affordable Care Act - Using Apache Spark, python, and ArcGIS to examine the feasibility of using embedded location information in tweets as a method to estimate compliance with mandatory evacuation orders during a natural disaster

I conducted independent research and analysis to understand the impact of electronic health records, quality improvement initiatives, and patient-centered care models on the delivery and measurement of clinical preventive services in small, independent, primary care practices across New York City. Key tasks included: - Extracting, combining, cleaning and analyzing data from multiple sources to answer public health questions; sources included a SQL Server-based data warehouse containing internal program administration data, as well as aggregate-level demographic and clinical data from over 600 independent medical practices; surveys of providers and practices participating in PCIP activities; and external datasets, such as the American Community Survey - Designing a MS Access-based relational database, developed protocols, and managed data collection logistics for a study involving the manual review of over 13,000 paper and electronic patient charts at 100 small medical practices - Participating in data analysis and communication tasks during H1N1, Hurricane Sandy, and ebola emergencies

I supported the design and ongoing maintenance of a MS Access database, along with administrative materials and tools, to track thousands of businesses and individuals with financial relationships with New York City in order to enforce Local Law 34 of 2007 (LL34), the nation’s toughest local campaign finance law.

I oversaw the procurement actions of 13 New York City agencies to ensure that critical city services were provided without interruption; public funds were spent properly; and procurements were completed on a timely basis and adhered to all city, state and Federal regulations.
