In 2012, Patrick was directly responsible for leading the "on the ground " delivery delivery of Australia's largest ever trade and investment mission to China with more than 650 delegates, resulting in record levels of both trade and investment outcomes for Victorian businesses. A follow up mission in 2013 included more than 450 delegates and in 2014 he personally led Australia's largest ever financial services mission to China, was responsible for delivering Victoria's program in the national Australia Week in China initiatives and was instrumental in establishing a strategic agreement between the State of Victoria and the China Development Bank for major infrastructure development. Strategically raising Victoria's profile at the forefront of China's outward bound investment community, Patrick facilitated an increase the level of Victorias inbound investment from China by more than 300 percent was directly responsible for facilitating more than $400m of direct investment to Victoria.Appointment to the position of Commissioner for Victoria is made by a Governor-in-Council order under an Act of Parliament.
