Provided technical expertise on M&E and developed a performance management system for all counternarcotic and police professionalization activities implemented by Department of State/International Narcotics and Law Enforcement Affairs/Western Hemisphere (INL/WHP) in Latin America and the Caribbean. • Developed performance metrics to measure change and impact of INL-funded foreign assistance programs in the Western Hemisphere Region, specifically in counternarcotics. • Built clearance packages including levels of assessment of data availability in each country, lists of metrics and their descriptions and justification, and recommendations on how the metrics will be successful for INL/WHP, for review with Contracting Officer Representative (COR), Program Officers, and Team Leads for the region.• Managed 17 in-country specialists on data collection and reporting, as well as, overseeing communications between Embassy and local country partnerships• Closely monitored and oversaw aspects of the project and build goal maps and work plans accordingly, on a quarterly basis, to reflect planning for deadlines, data collection reporting, and annual reports. • Problem solved with INL superiors, Program Managers, and fellow colleagues on building accurate tools, templates, and processes for proper development of metrics through extensive reviews.• Supervised three M&E Specialists based in Central America and South America. Promoted USAID’s culture of data transparency, accountability, and openness efforts by coordinating and editing congressionally-mandated reports (compliant with GPRA-MA requirements) and facilitating access to open data. Worked with a team of four master’s-level student consultants to design questionnaires and surveys, analyze results, and assemble assessment reports on the impact of Room to Read’s (RtR) Children’s Literacy and Girls’ Education programs. Conducted desk research on Nepal’s education system, literacy, and children’s reading habits. Conducted informational interviews and focus groups. Summarized key documents as identified by RtR. Conducted an assessment of the existing M&E system, highlighted gaps, and provided recommendations. Assessed RtR’s inclusivity of local stakeholders by analyzing the involvement and the role of program participants.
