About Connie K. N. Chang

I work as an independent evaluation consultant and invited technical advisor | reviewer to federal government agencies, including the National Science Foundation (Industry University Cooperative Research Center (IUCRC), Innovation Corps (i-Corps) Hubs, and Regional Innovation Engines programs), the U.S. Department of Energy, Intelligence Advanced Research Projects Activity (IARPA), among other organizations. For the NSF IUCRC program alone for which I have served as a Center Evaluator over the past 14 years, I have helped advise awardees in starting up their centers and have evaluated the operation, management, and performance of these awarded centers focused on national priority topics, including forensic science, big learning, cybersecurity, quantum technologies, and other critically important research areas.My professional career spans the intersection of business, government, and technological innovation in the private, public, and nonprofit sectors. I worked as a Financial Analyst in asset securitization for a top Wall Street investment bank early in my career; Supervisory Economist and Group Leader of a staff of economists and policy analysts and Business Manager for two dozen multi-million dollar, high-risk research projects in advanced materials processing in the heavy manufacturing industry for a top federal laboratory; Research Director overseeing $1M in innovation policy study contracts; Office Director managing a staff of policy analysts; and Chief of Staff to the Under Secretary of Commerce for Technology at the U.S. Department of Commerce. These services included technology transfer & commercialization, valuation, analytics, license management, maintenance fee audits, prior art patent relevance searches, patent quality assessments, structured finance, litigation consulting (expert testimony and surveys), project impact assessment and program evaluation, and policy research studies. These services aimed to help our clients value, commercialize, manage, and assess the impact of government-owned or government-funded intellectual capital, and reach a better understanding and measurement of innovation (including intangibles). We drew on the deep expertise and corporate experience of our parent company, Ocean Tomo, an integrated Intellectual Capital Merchant Banc firm (www.oceantomo.com).Major Accomplishments• Successfully worked with NASA Goddard Space Flight Center and their legal counsel to offer, for the first time, licenses of government-owned intellectual property in three IP lots at Ocean Tomo’s eighth live auction in October 2008, where licenses to these inventions were sold (on and off-floor) to companies able to commercialize them. This was considered a breakout, innovative new channel for government technology transfer. Subsequently, other federal government agencies received the green light to offer their IP for licensing through this auction model• Received two awards—one regional in 2010 and the other national in 2011—from the Federal Laboratory Consortium in recognition of the innovativeness of this technology transfer approach
