The position involves developing policies and frameworks related to Gender, Safeguarding, and PSHEA (Protection from Sexual Exploitation, Harassment, and Abuse). This includes creating work plans and training materials aligned with Global Safeguarding Standards. Ensuring Gender Equality and Social Inclusion (GESI) is integrated into all programs and operations is a key responsibility. Response and reporting mechanisms for safeguarding incidents must be established. Organizing trainings on Gender Equality, safeguarding, and PSHEA is to be provided to staff, partners, and associates. Conducting Risk assessments should precede any events involving staff or program participants. Managing reported safeguarding cases is part of the role, as is advising the Country Management team on program/project planning and implementation. Organizing campaigns to prevent violence, child labor, and Sexual Harassment, Exploitation, and Abuse (SHEA) is also necessary. Collaborating with program staff to ensure safeguarding and Gender inclusion are considered during project implementation is another aspect of the position

•Managing two projects of a total budget of $ 2,5M USD funded by two different donors (UNHCR and Directorate General for Development- DGD) operating in all DRC refugee camps in Rwanda•Support proposal development to respond to needs of children and vulnerable people in humanitarian settings and align them with the country strategy, ensuring sound budgeting and cost recovery•Ensure all projects possible risks are identified and mitigation measure are in place prior to implementation•Managing all aspects of project delivery, including planning, people management, resourcing, budgets and contracts management, client relationships as well as partner coordination.•Managing 26 Plan staff, 372 Community mobilizers, and 416 Community volunteers and ensure their wellbeing and their voices are heard •Ensure safeguarding policy is cascaded to the project staff, volunteers and project participants for Prevention and timely responding to any case of Child Protection, GBV, Safeguarding, PSHEA, and reporting mechanisms•Work closely with other protection partners, UN agencies (UNHCR, WFP, UNICEF) and government entities (MINEMA, NCDA, MIGEPROF, MINEDUC) as well as other donor to ensure the Organizational and donor compliances are respected.•Support in the design of baseline, mid-term and end of project evaluations, including working with M&E staff on relevant documents including Terms of Reference and consultant selection. Monitor the evaluation process and provide input and clarification as needed. Review evaluation findings and ensure that lessons and recommendations are captured in the project learning tracker•Monitor the budget expenditures vis a vis the planned activities and ensure the project progress is on track using Plan systems (SAP and PMERL), and ensure that projects are providing quality and timely Monthly, quarterly, Mid-year, and End-year reports to donors, National Offices•Ensure all project administration is in line with donor requirements
