CurrentPrepare city-wide budget for salaries, fringe benefits and all lines of insurance.Advise, evaluate and approve department organizations/reorganizations. Conduct training on statutory provisions, e.g. ADA, FMLA, EEOC, etc.Train supervisors in city policies, procedures and management techniques.Serve on negotiating team for collective bargaining agreements with police and fire unions, including implementation and administration of collective bargaining agreements.Investigate, monitor, and assist in the defense and mediation of pending lawsuits and civil rights/discrimination charges against the City.Prepare, revise and administer City policies. RECRUITMENTSupervise the recruitment, selection and placement of clerical, police, fire, labor, department directors, city manager and professional staff.Develop innovative methods of recruitment to achieve a more diversified work force.Coordinate job fairs at colleges and community associations.; Train employees regarding new City policies and procedures.Manage new employee orientation process and revise as necessary.Consult with supervisors on progressive disciplinary actions, performance reviews, performance action plans, reorganizations and strategic planning.Advise supervision/management regarding employee grievances/arbitrations and serve as management representatives at hearings.Developed and implemented a new employee performance evaluation program for Oviedo in 2007.Revised and implemented new employee recognition program in Oviedo 2006.Implemented new bi-annual Financial and Benefits Exposition for City employees. Developed and implemented a Physical Fitness Center in Titusville that is enjoyed by all employees at no charge in conjunction with another governmental agency.Developed new supervisory and general employee training program for Oviedo 2006.
