I am the Chief Information Officer for Helio Health; a regional behavioral health and substance use disorder provider. With facilities and programs in Syracuse/Liverpool, Rochester, Binghamton Gloversville/Johnstown, and Utica, NY, I am implementing enterprise strategies to support the diverse services Helio Health provides throughout Central NY. As the Technology Executive for a regional Clinically Integrated Network (CIN), and Accountable Care Organization (ACO), and a Medicaid delivery system redesign program. I implemented a regional Population Health Management (PHM) platform to drive regional transformation initiatives, find efficiencies by combining claims and real-time clinical data to risk-stratify the population, report quality measures, and identify gaps in patient care. I work closely with multiple Boards including those representing ACO, CIN, and FDRHPO. I served as senior IT leader for a 94-bed hospital and IT Provider for four partner hospitals. I led long-term IT infrastructure upgrades in preparation for the enterprise transition to EMR. I created an IT governance process and strategic roadmap to achieve Meaningful Use. I managed 11-direct report IT staffers and a $2M capital and operational budget. I attended all hospital Board meetings, advised the Board as quality, cost, and patient experience SME, and updated members on on-going project milestones. I served on the St. Lawrence County Technology Steering Committee and member of the North-County Telemedicine Steering Committee overseeing the 600-mile fiber project and expanse of telemedicine in rural, underserved areas of northern NY. ✰ Led process improvement initiatives resulting in the 50% reduction of waste in clinical and administrative workflows.✰ Reduced network infrastructure downtime by 60% after spearheading a system-wide redesign.✰ Built a completely new HIPAA/NIST compliant data center to house 430,000 acute medical records.✰ Achieved hospital recognition as “2007 Most Wired”, only one of 25 small and rural hospitals nationwide.
