I currently work as an Associate Director in the Policy and Research division of Ecorys UK, working with a team of research and evaluation specialists and overseeing international development evaluation consultancy services. I also sit on the board of the UK Evaluation Society (UKES), working to drive is strategic approach on supporting the evaluation and research community across in the UK.I have over 20 years’ experience in international development, including 13 years of field work in Africa and the Middle East. Before joining Ecorys I worked for the FCDO as the Monitoring, Evaluation & Learning (MEL) Advisor for the Private Sector Department covering MEL of the UK investment, financial services and disaster risk finance portfolios. I previously worked for the UK government in Zambia, Mozambique, Jerusalem and Rwanda and spent 3 years in Brussels working for the European Union as an Evaluation Manager. I have experience in a wide variety of evaluation techniques including:- Impact Evaluation (methods such as randomised control trials and propensity score matching);- Theory Based Evaluation (methods such as contribution analysis, outcome mapping and most significant change); - Developmental Evaluation; and- Process Evaluation. I also have some experience of statistical and monitoring approaches, including national censuses and surveys (e.g. Demographic Health Survey and Living Conditions Survey) and government administrative data systems. Monitoring Workstream Lead for the FCDO Africa Regional Climate and Nature (ARCAN) Programme (2023 – current), which is focused on building resilience to climate change, mobilising climate finance, tackling nature and biodiversity loss and catalysing energy transition in Africa. Support provided includes the development of an ARCAN wide portfolio results frameworks (including reporting on International Climate Finance indicators), overseeing country level visits, stories of change and monitoring synthesis.2. MEL Systems Workstream Lead for the MEL services contract covering the UK government Integrated Security Fund for Eastern Europe, Ukraine, Caucasus & Central Asia (2023 – 2024). Includes provision of specific MEL support to country offices. 3. Verification Workstream Lead for the FCDO Partnership for Learning for All in Nigeria (PLANE) Education Programme (2022 – current). Includes systems assessment of Implementing Partner MEL functions and the coordination of indicator verification work to ensure validity and accuracy of data.4. Project Director for the Alwan Impact Evaluation (2022 to 2023). An informal education programme (supported by Porticus) that provides young people in Lebanon with two years of lessons and activities aimed at promoting coexistence through active and inclusive citizenship. The impact evaluation reviewed the success of this programme in terms of encouraging behaviour change. 5. Project Director for the Global Programme for Reintegration Support (2023 – current). A joint Africa Union, World Bank and UN project focused on building conflict continental early warning systems across Africa. Support includes coordination of results reporting across partners, a learning focused evaluation and provision of key communications products. -

Investment: covering the work of the Development Finance Institutions - British International Investment (BII) and Private Infrastructure Development Group (PIDG), Development Impact Bonds and the MOBILIST platform (aiming to mobilise institutional capital through listed stock exchange products). Portfolio aims to balance delivering development impact (climate change, sectoral results, jobs and responsible business), enhanced by the mobilisation of additional private finance, alongside a return on investment. 2. Financial Services: working with Financial Sector Deepening Africa and the Financial Services Centre of Excellence - aiming to develop products and an enabling environment covering access to finance, domestic capital market development, fintech and green finance. 3. Disaster Risk Finance: focused on developing a sovereign risk insurance pool covering natural disasters, support for disaster risk planning/response systems and developing the marketplace for insurance products. Across these portfolios, I fed into four areas of work:1. Strategy: helping to craft thematic theories of changes and organisational objectives;2. Evidence: managing a large portfolio of nine multi-million evaluations worth approx £25 million (covering BII, PIDG, Development Impact Bonds and disaster risk finance), research work and beneficiary feedback 3. I led DFID involvement in evaluations for a wide range of areas: - budget support; - health and education demand side pilots; - municipal accountability; - community service delivery; - land reform; and - agricultural extension. This included the use of evaluation methods such as: RCTs; outcome harvesting; developmental evaluation; participatory statistics; and comparative contextual analysis.I also managed a major statistics project with the Mozambique National Statistics Institute which supported the design and implementation of a national household survey that produced key data on issues such as the national poverty line. -
