I support the work of Ecorys in business development, staff management and contract delivery and I am also a member the Policy and Research business unit Senior Management Team. Key contracts:1. Monitoring Workstream Lead for the FCDO Africa Regional Climate and Nature (ARCAN) Programme (2023 – current), which is focused on building resilience to climate change, mobilising climate finance, tackling nature and biodiversity loss and catalysing energy transition in Africa. Support provided includes the development of an ARCAN wide portfolio results frameworks (including reporting on International Climate Finance indicators), overseeing country level visits, stories of change and monitoring synthesis.2. MEL Systems Workstream Lead for the MEL services contract covering the UK government Integrated Security Fund for Eastern Europe, Ukraine, Caucasus & Central Asia (2023 – 2024). Includes provision of specific MEL support to country offices. 3. Verification Workstream Lead for the FCDO Partnership for Learning for All in Nigeria (PLANE) Education Programme (2022 – current). Includes systems assessment of Implementing Partner MEL functions and the coordination of indicator verification work to ensure validity and accuracy of data.4. Project Director for the Alwan Impact Evaluation (2022 to 2023). An informal education programme (supported by Porticus) that provides young people in Lebanon with two years of lessons and activities aimed at promoting coexistence through active and inclusive citizenship. The impact evaluation reviewed the success of this programme in terms of encouraging behaviour change. 5. Project Director for the Global Programme for Reintegration Support (2023 – current). A joint Africa Union, World Bank and UN project focused on building conflict continental early warning systems across Africa. Support includes coordination of results reporting across partners, a learning focused evaluation and provision of key communications products.

A board position within the UK Evaluation Society (UKES) focused on promoting the UK evaluation profession by advocating and improving the theory, practice, understanding and utilisation of evaluation. Role includes supporting UKES in its strategic direction, governance and in planning key conferences, training and events.

Editor of the Helions Bumpstead village magazine (published four times a year). A pro-bono role.

Lead MEL adviser for the FCDO Private Sector Department, responsible for three broad portfolios:1. Investment: covering the work of the Development Finance Institutions - British International Investment (BII) and Private Infrastructure Development Group (PIDG), Development Impact Bonds and the MOBILIST platform (aiming to mobilise institutional capital through listed stock exchange products). Portfolio aims to balance delivering development impact (climate change, sectoral results, jobs and responsible business), enhanced by the mobilisation of additional private finance, alongside a return on investment. 2. Financial Services: working with Financial Sector Deepening Africa and the Financial Services Centre of Excellence - aiming to develop products and an enabling environment covering access to finance, domestic capital market development, fintech and green finance. 3. Disaster Risk Finance: focused on developing a sovereign risk insurance pool covering natural disasters, support for disaster risk planning/response systems and developing the marketplace for insurance products. Across these portfolios, I fed into four areas of work:1. Strategy: helping to craft thematic theories of changes and organisational objectives;2. Evidence: managing a large portfolio of nine multi-million evaluations worth approx £25 million (covering BII, PIDG, Development Impact Bonds and disaster risk finance), research work and beneficiary feedback 3. Monitoring: development of key performance indicator methodologies and reporting on FCDO Outcome Delivery Plan mobilisation and International Climate Finance indicators. 4. Learning: coordination of evidence mapping and dissemination of evaluation and monitoring. In addition, I provided MEL support to the Department for Environment, Food and Rural Affairs for their headline biodiversity and wildlife programme portfolio, including:- Biodiversity Landscapes Fund;- Blue Planet Fund; and- Illegal Wildlife Trade Challenge Fund

Worked on No Deal preparation and possible No Deal implementation, with a focus on engagement with European Union Member States and the European Commission.

Member of the DFID Zambia Leadership Team, setting strategic direction for the office and monitoring overall office performance. I was Team Leader for the Better Delivery Team in the DFID Zambia office and was responsible for the following corporate areas: comms, commercial, finance, risk, results and evidence.I also provided office monitoring, evaluation and learning advice engaging with government and development partners on monitoring, evaluation and data quality issues and coordinating UK results reporting. I provided MEL for 20+ projects within the DFID Zambia office.I led DFID involvement in evaluations for a wide range of areas: - Education Sector Budget Support;- Climate Smart Agriculture;- Agricultural support projects (M4P approaches);- Social Projection (cash transfers); - Sanitation and Hygiene;- Gender empowerment;- Accountability; and - Nutrition.This included the use of evaluation methods such as: Randomised Control Trails, Propensity Score Matching, developmental evaluation and theory based evaluation.I also led a large project within Cabinet Office and the Ministry of National Development Planning supporting the development of human resource and management information systems both at the national level and within five sectors (education, health, agriculture, labour and transport); and supported follow up to the National Living Conditions Survey and Census preparation.

I led the development of an Evaluation and Results Strategy to ensure an improved evidence base and information on key results for the UKAid Country Strategic Plan in Mozambique.I engaged with government and development partners on monitoring and data quality issues and coordinated UK results reporting, including M&E support for 17 projects. I led DFID involvement in evaluations for a wide range of areas: - budget support; - health and education demand side pilots; - municipal accountability; - community service delivery; - land reform; and - agricultural extension. This included the use of evaluation methods such as: RCTs; outcome harvesting; developmental evaluation; participatory statistics; and comparative contextual analysis.I also managed a major statistics project with the Mozambique National Statistics Institute which supported the design and implementation of a national household survey that produced key data on issues such as the national poverty line.

I managed a number of evaluations, including thematic evaluations on: - Conflict Prevention and Peace Building;- Human Rights; and - Integrated Border Management; I also led geographical level evaluations on:- India;- Philippines;- Ethiopia; - Zambia; and - Caribbean.I developed evaluation methodology for the European Commission approach to evaluating Capacity Development and the EU European Consensus on Development; and theory of change guides for five sectors (education, health, water and sanitation, roads and agriculture and rural development). I also represented the European Commission in external meetings (e.g. European Council, Parliament, with bi-lateral donors and international bodies such as the OECD-DAC Evaluation Network).Between May and August 2011 I worked for the DFID Europe Department to develop a strategy on how to improve results management within the EU.

I provided programme management and governance advice for the following projects: • Assistance to PLO Negotiations Affairs Department on Palestinian-Israeli final status negotiations;• Fiscal support to Palestinian Authority for Temporary International Mechanism and Budget Support;• Governance and capacity building support for Palestinian Authority, including the Office of the President and Prime Minister’s Office; and• Support to establish the Quartet Office of the EU, USA, UN and Russia. I led on behalf of the UK a donor/Palestinian Authority sector working group looking at public sector reform issues.I also provided sensitive briefing to London for Ministers and Parliament on political and development issues within my portfolio area, including for high-level Ministerial meetings and two visits from the International Development Committee.

I provided programme management for the following projects: • Sector support programme and lead donor status for education sector;• HIV/AIDS assistance, focusing on survivors of the genocide;• DFID budget support underpinning the Rwanda Poverty Reduction Strategy; • Public financial management and Medium Term Expenditure work with the Ministry of Finance and Economic Planning; and• Establishment of an Independent Rwandan National Statistics Office.I also provided support for the Kinshasa and Bujumbura offices, with a focus on improving office and programme management systems.
