Researched the different regulatory and incentive models for the European Union, the Netherlands, and the United Kingdom with a focus on non-price criteria and Net Positive Impact regulatory schemes. Drafted legal tools and resources in preparation for a joint symposium on applying a Net Positive Impact regulatory scheme to American offshore wind development in partnership with the Nature Conservancy, the University of Rhode Island, and Roger Williams University.

Drafted the statutory and regulatory framework section for a Rhode Island Sea Grant article on offshore wind development in Massachusetts. Researched the various federal and state agencies’ roles in regulating offshore wind and how these agencies interact with the impacted working groups.
