As a Field Audit Office Co-Manager at the Hampton Roads Branch Office my responsibilities include:• Planning, executing, and ensuring the completion of various types of audits either (i) those requested by Department of Defense contracting procurement commands as well as those from other Federal Government agencies (i.e. NASA, Department of State, etc.), for contractors whose accounting records are located in Eastern and Central Virginia.• Successfully managing three audit teams consisting of three supervisory auditors, one technical specialist and approximately 17 auditors who this past fiscal year completed 100 percent of their program planned assignments. • Overseeing completion of program planned incurred cost audits, and coordinating with various Administrative Contracting Officers and buying/contracting commands to ensure audits are responsive and relevant to customer requirements and expectations.• Managing timely issuance of various audit reports while also mindfully considering the impact of potential expiring funds, requirements, and the deadlines by the Administrative Contracting Office or the Procuring Command. • Maintaining good working relationships with major customers, such as Defense Contract Management Area-Hampton, DCMA Manassas, Norfolk Ship Support Activity-Portsmouth, and NASA Langley Research Center. • Ensuring coordination with supervisory managers and audit staff for the timely completion of audits by being involved with those that are at risk of missing milestones and potentially not meeting customer agreed-to due dates.• Visiting field office auditors regularly in order to foster team cohesiveness, including meeting with all team members to promote the Agency’s principles and objectives, as well as, to gather feedback by listening to concerns.

Oversees completion of program plan incurred cost audits, position responsibilities also include coordinating with various administrative contracting officers and contracting commands to ensure audits are relevant to customer requirements including their timely issuance while also considering the impact of potential expiring funds, and the procuring commands' priority of contracts to be closed.Ensures coordination with supervisory managers and audit staff for the timely completion of audits and being actively involved with those that may miss milestones. Promotes coordination with other DCAA field audit offices for purposes of efficiently completing previously languishing audits and monitoring their completion, and initiating any corrective actions necessary to be compliant with GAGAS where previously lacking. Searches for opportunities to gain efficiencies such as utilizing multi-year auditing techniques, assigning personnel to audits based on aligning skill and experience level, communicating with regional management and technical support resources in order to achieve the optimum balance of adherence to Agency, Generally Accepted Government Auditing Standards, and employment of finite auditing labor resources.Visits field office auditors regularly to the optimum extent possible in order to foster team cohesiveness, including visiting other offices and auditors and meeting with all team members in order to promote the Agency’s principles and objectives, as well as, to listen to workforce concerns.

Supervised a mobile audit team who performed various reviews of numerous government contractors including DoD and NASA contractors. Supervision duties include: ensuring audits are compliant with such criteria as those specified by Generally Accepted Government Auditing Standards, the Federal Acquisition Regulations including contract cost principles, and Cost Accounting Standards as well as supplemental agency regulations, i.e. Defense FAR Supplement and NASA FAR Supplement. Audits supervised included: pre-award accounting surveys, pre-award pricing reviews, forward pricing rate reviews, labor audits, requests for equitable adjustment, and audits of annual incurred cost submissions. Received performance awards and also four-time guest instructor at the Agency's Defense Contract Audit Institute for training. Additional duties include being responsible for review and approval of public vouchers submitted by numerous contractors, proficient in use of Microsoft Office tools, which are essential for performing analytics and writing well organized and structured audit reports. Assists, at the government contracting official request, with the monitoring of the status of contract performance, approval of progress payments, as well as reviewing and providing auditing advisory services related to contractor proposals. Performed audits of proposals for contract modifications and contract change orders, and assisting in negotiation of contract modifications, termination settlements, and unilateral determination when an agreement cannot be reached. Additional duties include cost analysis of proposals, involving multiple years and cost escalation for labor and material costs. Audits sometimes involved conducting extensive and complex cost/price and financial analysis. Participated as a member of a negotiating team, providing accounting and auditing assistance to contracting representatives during contract negotiations.
