-Serves as a senior engineer, program manager, and technical authority on all engineering aspects of the Facilities Planning and Projects program for the East Region and participates with the Manager in overall strategic planning and direction, governance, and oversight of BPA facilities and infrastructure in support of the BPA asset management program. -Provides authoritative advice and guidance on the interpretation and implementation of technical policy directives and programs, relevant building codes, as well as review of plans and specifications for projects and provisions of consultative services.-Determines engineering needs for the BPA asset replacement program, and provides a comprehensive multi-year analysis and strategy to meet the facilities replacement program and operational requirements.-Advises executives and implements new and/or emerging technologies.-Is consulted by other engineers, architects, and managers for advice and assistance within the area of expertise. -Organizes and coordinates resources required to complete the engineering and architectural aspects of the program. Selects, prioritizes, evaluates, and monitors projects.-Manages costs and schedules, risk management, quality management and resource allocations.-Devises methods and procedures which are normally adopted for use and become the activity's established precedent and which may sometimes be adopted for use by other activities. -Reviews, evaluates, and advises on the effectiveness, technical adequacy, and suitability of work and proposals of others (in-house, other activities, industry) in resolving complicated problems.-Makes critical analyses and evaluations of the ramifications, advisability, and impact of large projects such as modification of major facilities or systems to meet new and considerably more demanding performance requirements when such modifications normally involve large sums of money to be spent over several years.

-Performs powerflow, voltage stability and transient stability analysis on the Bulk Electric System utilizing PowerWorld Simulator software in accordance with NERC Standards in the Operations Planning Time Horizon. -Provides products and specialized technical and operational support for real-time dispatch of the transmission system, including coordination with internal groups, public utility customers and constituents, western interconnection utilities, and regional and national reliability entities. -Develops and manages all near-term operational transfer capabilities, including the Total Transfer Capabilities for the Open Access Same-Time Information System. -Supports outage coordination, tasked with facilitating and planning for complex outages with the requesting entities. -Creates operating information necessary for other BPA functions such as dispatch, to carry out their duties and directly support the development of standards, guides, procedures and agreements for safe and reliable interconnected electric utility operations within the western interconnection. -Furnishes system modeling analyses of operational conditions for daily, weekly, monthly and seasonal operating conditions, create operational nomograms and provide specialized operational studies to support BPA, regional or national reliability compliance activities. -Manages and distributes data generated in real-time and develop statistical and other analyses of power system data, including transmission system performance indices for use in operations and maintenance by other internal and external customers, regulatory entities such as NERC, FERC and/or WECC. -Plans and administers Operations Standards and Reliability Criteria -Supports power system automation efforts, as well as provide operating information and data to support specialized research and development projects, capital and expense projects and Agency Asset Management and Asset Investment processes.

-Performing short-circuit, protective device coordination, and arc flash hazard analysis on low and medium voltage systems based on the NFPA 70E, the NEC, and IEEE Standards-Harmonic measurements and analysis based on the recommendations of IEEE Standard 519-Power quality measurements using a Dranatz PX5 or Fluke 1750 meter-Designing selectively coordinated systems in accordance with the NEC-Providing detailed solutions to enhance the selectivity and safety of electrical distribution systems, short-circuit mitigation, and arc flash mitigation-Creating relay settings for ANSI Functions 50/51, 27, and 59-Presenting 4 hour and 8 hour arc flash and electrical safety training courses to customers based on working practices set forth by OSHA and the NFPA 70E-Project management for concurrent projects totaling more than $650,000-Project quotation and proposal development
